The Office of Civil Rights and Equal Opportunity (CREO) is guided by the University of Denvers commitment to create and maintain an academic and work environment where its students, faculty and staff can thrive free of harassment or discrimination. CREO helps to realize the Universitys commitment to and aspirations for development, implementation, execution, and monitoring of the federal and state mandated EEO policies and programs. This also includes programmatic responsibilities such as supporting the Universitys Title VII and Title IX policies through prompt, effective and remedial investigative responses to complaints of harassment and discrimination brought by students, faculty, staff and third parties and set forth in various university policies and guidelines.

CREO also falls under the Department of Enterprise Risk Management (ERM), which partners with the DU community to cultivate responsible, collaborative, and effective practices. ERM is also responsible for DU’s risk register, compliance program, public health strategies, and international travel health and safety.

Position Summary

The Investigator/Analyst will conduct initial review and complete investigations of allegations of discrimination or harassment (including allegations of gender-based violence) involving faculty, staff, and students at the University of Denver. Investigations will include conducting a preliminary review of the complaint, making determinations concerning the necessity for a formal investigation, interviewing relevant individuals, and reviewing documents or other evidence. Investigators are expected to understand which issues are appropriate for them to resolve on their own and which issues need to be referred to the Associate Vice Chancellor (AVC) of CREO.

Investigator/Analysts provide professional and technical support to CREO by assessing, investigating, and resolving discrimination and/or harassment complaints on the basis of sex, gender, marital status, pregnancy, race, color, ethnicity, national origin, genetic information, age, disability, religion, sexual orientation, gender identity or expression, or veteran status. This includes investigating alleged violations of Title IX of the Education Amendments Act of 1972, including sexual assault, domestic violence, dating violence, and stalking.
Investigator/Analysts are a key partner in promoting DUs compliance with federal, state, and local law in equal opportunity and more broadly legal and regulatory compliance. The work requires sound judgment and skill in applying equal opportunity principles and prevailing legal standards to solve complex problems with decisive action.

Investigator/Analysts also perform a variety of duties related to the management of compliance exposures to the University. This position reports to the AVC of CREO and may supervise interns or student employees. The Investigator/Analysts supports the Universitys compliance program by conducting risk assessments and helping create reports for Senior Leadership. The Investigator/Analyst creates and implements training related to the proper creation, maintenance, and destruction of records in addition to a focus on data privacy management and compliance.

Essential Functions

  • Review and participate in updates to University policies and procedures concerning discrimination, harassment, and gender-based violence to promote compliance with equal opportunity laws and regulations.
  • Provide education and training to students, faculty, and staff on issues of prohibited harassment or discrimination, including sexual harassment and sexual violence, as assigned.
  • Demonstrate commitment to the Universitys Inclusive Excellence Principles.
  • Manages DUs compliance with local, state, and federal laws and regulations. Develops and manages a compliance framework involving unit compliance liaisons that allows the Analyst to actively oversee unit management of risks. Develops and manages the University-wide compliance matrix, which includes information that the Analyst has obtained from compliance risk assessments and other collaborations with unit compliance liaisons.
  • Plans for and organizes unit compliance risk assessments, which include documenting, analyzing, and evaluating information about each risk owner’s actions to comply with applicable legal requirements and identifying controls to mitigate against any violations.
  • Interviews unit employees to determine effectiveness of controls, as needed, to support University partners. Based on interviews, determines need for and recommends audits or other in-depth assessments of unit compliance controls.
  • Manages and oversees records management practices at the University. This includes developing and managing policy and procedures, including the University-wide records retention schedule; communicating the records retention schedule; developing and presenting training; researching and analyzing legal record retention requirements; providing individual records management consultations and assistance; and collaborating with unit records management liaisons to plan and conduct records management assessments and develop unit record inventories.
  • Conduct workers compensation investigations, or other human resource or compliance investigations, and/or provide support as requested by University partners. Performs a variety of other duties as needed. Updates and manages parts of the CREO webpage.

Knowledge, Skills, and Abilities

  • Knowledge and experience working with EO principles contained within Title VI, VII, IX, VAWA/SaVE, ADA, ADEA, and other relevant anti-discrimination laws and regulations specific to higher education, including FERPA and the Clery Act.
  • Working knowledge of HR functions and ability to properly refer participants to the appropriate resource(s).
  • Demonstrated ability to respond effectively to and interact with all levels of organizational staff.
  • Basic knowledge of trauma-informed investigation practices.
  • Basic knowledge of gender-based violence dynamics including sexual assault, domestic violence, dating violence, and stalking sexual assault, relationship violence and stalking.
  • Ability to present findings and support the decision-making process in an objective manner by producing comprehensive and critical reports.
  • Demonstrated ability to balance a demanding caseload while managing time effectively.
  • Unquestionable integrity, confidentiality, and professionalism in a wide variety of situations.
  • Outstanding oral and written communication skills, with training and/or experience in objective writing.
  • Proficient level computer skills, including use of database, word processing, spreadsheet and presentation applications.
  • Experience applying laws to circumstances or situations; experience developing and implementing compliance controls.
  • Familiarity with compliance processes and/or project management.

Required Qualifications

  • Bachelors degree.
  • More than 5 years of investigative experience with an understanding of and experience with non-discrimination laws and policies.

Preferred Qualifications

  • Advanced degree, with JD strongly preferred.
  • Prior experience working in higher education.
  • Prior experience conducting civil rights investigations involving students and employees.

Working Environment

  • Standard office environment.
  • Unexpected interruptions occur often and stress level is moderate to high.
  • Noise level is quiet to moderate.

Physical Activities

  • Ability to sit in front of a computer for an extended period of time.
  • Occasionally required to move about the office/campus with the capability of transporting objects up to 20 lbs.

Work Schedule
Monday - Friday, 8:00 a.m. - 4:30 p.m. Telework eligible.

Salary Grade Number:
The salary grade for the position is 12.

Salary Range:
The salary range for this position is $90,000-$95,000.
