The Department of Social Services (DSS) is comprised of the administrative units of the New York City Human Resources Administration (HRA) and the Department of Homeless Services (DHS). HRA is dedicated to fighting poverty and income inequality by providing New Yorkers in need with essential benefits such as Food Assistance and Emergency Rental Assistance. DHS is committed to preventing and addressing homelessness in New York City by employing a variety of innovative strategies to help families and individuals successfully exit shelter and return to self-sufficiency as quickly as possible.
Information Technology Services (ITS) is DSS's technology services organization. ITS mission is to support the daily, emergent, and long-term needs of both agencies. ITS creates and enhances the technology infrastructure and computer applications that support HRA and DHS and develops applications, including a variety of client eligibility and recertification systems, case management systems, housing systems, employment/work engagement services, revenue producing computer matches, claiming systems, and personnel systems.
Information Technology Services (ITS) is recruiting for one (1) Senior IT Architect, to function as Senior IT Solution Architect, who will:
- Develop, maintain, and present enterprise solution architecture artifacts, including system, business, data, security, integration, and technology architecture diagrams. Translate business requirements into target-state architecture, technical standards, design options, and implementation guidance for DSS systems and digital platforms.
- Lead architecture planning and technical direction for major DSS initiatives, including ACCESS HRA, Paperless Office Systems, Curam-related work, and new software products. Provide design, development, testing, deployment, documentation, training, and operational-readiness guidance across project teams.
- Conduct product evaluations, proofs of concept, and technical assessments for software products and platforms that support strategic business initiatives. Recommend solutions involving cloud computing frameworks such as SaaS, IaaS, and PaaS; web and mobile frameworks; multitier application frameworks; microservices; APIs; event-driven architecture; and predictive analytics.
- Prepare gap analyses, investment roadmaps, and future-state capability models for DSS technology ecosystems. Identify critical deficiencies in the ITS environment and recommend improvements to architecture governance, technology standards, decision rights, accountability, and enterprise design practices.
- Serve as technical lead or IT project manager for medium and large technology initiatives, including planning work activities, coordinating assigned resources, conducting status meetings, managing risks and issues, and communicating progress, decisions, and implementation status to stakeholders.
- Support application reliability and resiliency by ensuring regular health checks of major application components, including business continuity, disaster recovery, backup, recovery testing, data integrity, and cross-platform dependencies.
- Participate in senior leadership meetings and act as the technical reference for Curam-related design, development, testing, and deployment knowledge while providing technical input to estimate the functional scope.

Minimum Qualifications
A baccalaureate degree from an accredited college in computer science, information systems, engineering, mathematics or related field and six years of satisfactory full-time experience related to enterprise architecture, solutions architecture, network architecture and/or IT infrastructure systems; or
A baccalaureate degree from an accredited college and ten years of satisfactory full-time experience related to enterprise architecture, solutions architecture, network architecture and/or IT infrastructure systems; or
Education and/or experience which is equivalent to "1" or "2" above.
Preferred Skills
- Experience designing, modernizing, and governing large-scale enterprise applications, preferably in a public-sector, benefits, eligibility, case management, housing, or human services environment. - Experience implementing applications in cloud computing frameworks such as SaaS, IaaS, and PaaS web and mobile development frameworks, including Microsoft, React, and Angular multitier application frameworks microservices cloud-native applications service-oriented architecture APIs event-driven IT and predictive analytics. - Demonstrated experience with large-scale application modernization, platform rationalization, product evaluation, proof-of-concept execution, production deployment, and handoff to operations. - Thorough understanding of DSS systems or comparable enterprise systems, with the ability to protect data integrity, manage cross-platform dependencies, and translate program needs into durable technical architecture. - Practical experience designing high-performance database structures using Microsoft SQL Server and Microsoft SQL Server Reporting Services (SSRS), especially for mission-critical systems delivered in an agile environment. - Strong analytical, planning, organizational, written, verbal, communication, facilitation, negotiation, and presentation skills, including the ability to explain complex technology decisions to technical and nontechnical audiences. - Ability to lead cross-functional teams, build consensus around architecture decisions, clarify accountability, and recommend practical improvements to governance, delivery practices, and operational support.
