    Description

    Minimum Qualifications

    Bachelors degree. Two years of human resources or personnel experience are required. Additional experience in human resources or personnel management may substitute for the college education on a year for year basis.

Senior Personnel Specialist: The Senior Personnel Specialist plays a vital role in advancing the mission of Miami-Dade Animal Services by leading the departments talent acquisition and employee experience initiatives. This position is responsible for managing the full-cycle recruitment and onboarding processes, coordinating training and professional development programs, overseeing the departments internship program, and leading employee engagement and wellness initiatives that foster a positive, inclusive, and high-performing workplace culture. Responsibilities include partnering with hiring managers, County departments, educational institutions, and applicants to ensure recruitment activities are timely, efficient, and compliant with applicable County policies and procedures, while supporting workforce planning and maintaining accurate recruitment records. The incumbent also provides operational support across a broad range of Human Resources functions, including employee relations, policy implementation, special projects, and other strategic HR initiatives that enhance organizational effectiveness. The role involves organizing and managing a variety of HR activities, maintaining clear communication with staff and leadership, and delivering a high level of customer service. It also includes balancing multiple priorities and supporting ongoing improvements to HR programs and departmental operations.
