Job Summary
The Senior Preconstruction Manager leads preconstruction efforts for the organization’s most complex and strategically significant projects. This role provides high-level oversight of budgeting, estimating, risk analysis, and pursuit strategy from initial client engagement through contract execution. In addition to managing major pursuits, the Senior Preconstruction Manager mentors preconstruction staff, establishes best practices, and collaborates with executive leadership to shape companywide preconstruction strategy. The Senior Preconstruction Manager acts as a trusted advisor to clients and design partners, ensuring that each pursuit enters construction with a clearly defined scope, accurate financials, and a coordinated plan that aligns with both client goals and organizational capabilities. A Senior Preconstruction Manager will assume the essential functions of a Preconstruction Manager as appropriate.

- Lead, manage, and develop Estimators and Senior Estimators. Ensure compliance and adherence to Standard Operating Procedures (SOPs). Provide constructive coaching and feedback related to performance and development opportunities.
- Lead and own the full preconstruction lifecycle from pursuit through award, including directing RFP strategy, messaging, and content in partnership with the proposal team; leading all preconstruction and interview preparation meetings; and serving as the single-point leader responsible for coordination, decision-making, and continuity until project award and/or transition to buyout.
- Oversee the management of drawings, specifications, and Requests for Proposal (RFPs). Ensure drawings are current in the estimating software and file structure. Ensure subcontractors are notified as amendments/addendums are received and that subcontractors acknowledge receipt.
- Assess risk factors and advantages. Identify potential costs and exposures (liquidated damages, insurance requirements, taxes/permits). Identify long lead times that could impact schedule. Identify any advantages over competition and review with team. Advise executive managers on any identified project risks.
- Oversee the pre-bid Request for Information (RFI) workflow. Review the pre-bid RFI for validity when escalated from the team and approve/authorize/develop the RFI to be submitted to the design team. Ensure that the project team has identified all project risks and addressed with RFIs.
- Review the bid invitation in Building Connected. Ensure approval of bid packages based on project scope of work. Advise preconstruction team on subcontractor base for approval or adjustment prior to issuance.
- Oversee and review the estimate form. Perform review of overall estimate form prior to final submission. Approve preliminary general conditions cost and/or staffing for Executive Manager to review. Establish overhead and profit for Executive Manager consideration.
- Oversee subcontractor proposals and provide input as needed on proposals for scope of work inclusions and exclusions; identify and address scope gaps.
- Oversee bid day activities and progress to ensure deadlines are met. Review scope gaps and address accordingly. Conduct final review and sign-off prior to submission.
- Participate in meetings, as needed, to include handover meetings, preconstruction meetings, OAC meetings, bid meetings, site walks, pre-bid conference, debrief meetings, etc. Participate and advise on internal review meetings prior to bid submittals.
- Participate in project interviews, as needed. Attend interview prep meetings, prepare Q&As, and prepare interview presentation materials as directed.
- Review and approve proposal packages, as needed. Ensure deliverables meet customer requirements (bid sheets, alternates, unit costs, allowances, etc.). Lead/attend the review with the owner. Assist with writing RFP responses for preconstruction, as needed.
- Oversee the pre-bid schedule. Ensure documents have been reviewed to identify proposal schedule requirements.
- Drive the preconstruction/market strategy. Monitor markets for leads, attend industry events/conferences, and analyze win/lose factors to drive process changes.
- Assess the engagement and attitudes of the preconstruction team, implement strategies to create a successful culture and team cohesion, and continue to monitor and sustain a positive work environment.

Required Education and Experience
- Bachelor’s Degree in Construction Management, Engineering or similar field, or equivalent work experience
- Experience using Microsoft Office Suite, to include Excel, Word, Outlook, and Teams
- Experience working as a Preconstruction Manager or Project Manager
- Experience creating proposals for a general contractor on large commercial building projects
- Experience working in commercial construction
- Experience using estimating forms and software
- Experience using estimating takeoff software
- Experience analyzing proposals
- Experience analyzing risks
- Experience reviewing MEP estimates
- Estimating exposure to all construction scopes for all phases of construction lifecycle
- Experience in producing budgets at all design phases, including conceptual, schematic, development, and construction
- Leadership/management experience
- Experience reviewing construction project schedules
- Experience using bid invitation software
- Demonstrated experience leading the estimating process

Salary Range: $155,000-$175,000
