Job Location: Washington, DC (Remote with Quarterly Travel required for PI Planning at D.C. or Wilmington, DE)

JOB SUMMARY
We are seeking an experienced Senior Principal Product Owner – Cloud & Technical Services to support the Cloud, Observability, Disaster Recovery (DR), and CloudOps teams within the Enterprise Platforms & Enablement (EPE) portfolio.
This role is critical to driving the transition from a traditional project-based delivery model to a product-centric approach, with a focus on delivering and continuously improving platform-as-a-product capabilities. The successful candidate will serve as the voice of the customer, bridging business stakeholders, product management, engineering, architecture, and platform administration teams to deliver measurable business value.
The ideal candidate will bring strong product ownership experience, a solid understanding of cloud operations and technical services, and the ability to lead product strategy, backlog prioritization, and continuous improvement across cloud, observability, and disaster recovery capabilities.

Key Responsibilities
  • Product Ownership: Serve as the primary voice of the customer and manage the product backlog to ensure alignment with business priorities and value delivery.
  • Product Vision & Strategy: Develop and communicate product vision and strategy aligned with organizational objectives, customer needs, and the EPE portfolio.
  • Backlog Management & Prioritization: Prioritize features and user stories based on business value, customer feedback, technical feasibility, and strategic objectives.
  • Requirements Gathering: Translate business needs into clearly defined features, user stories, requirements, and acceptance criteria for development teams.
  • Stakeholder Management: Collaborate with business leaders, customers, product management, engineering, architecture, and technical teams to maintain alignment on product goals.
  • Cross-Functional Collaboration: Coordinate with Product Managers, portfolio leadership, and other Product Owners to ensure cohesive capabilities that support business operations and passenger railroad objectives.
  • Agile & SAFe Leadership: Champion Agile practices and the Scaled Agile Framework (SAFe) to support effective planning, prioritization, and delivery.
  • Roadmap Development: Contribute to product roadmaps, delivery schedules, milestones, and long-term capability planning.
  • Metrics & Continuous Improvement: Define and monitor product success metrics, analyze performance, and identify opportunities for improvement.
  • Cloud & Technical Services: Drive product discussions across Cloud, Observability, Disaster Recovery, and CloudOps, understanding these capabilities as an integrated ecosystem rather than separate technical silos.
  • Strategic Execution: Represent customer needs and EPE strategy in technical and architectural discussions while independently driving product initiatives forward.
Required Qualifications
  • Typically 5+ years of experience as an Agile Product Owner, with a bachelor's degree or an equivalent combination of education and relevant work experience.
  • SAFe 6.0 Product Owner/Product Manager certification OR at least 3 years of experience in Scaled Agile product ownership or product management within a large organization.
  • Experience leading a cloud-focused team, working in Cloud Operations, or managing products within a cloud-focused organization.
  • Demonstrated understanding of Agile methodologies and the SAFe framework.
  • Experience managing product backlogs, prioritizing features, defining user stories, and establishing acceptance criteria.
  • Ability to translate business requirements into actionable product capabilities and delivery priorities.
  • Strong stakeholder management, leadership, communication, facilitation, and problem-solving skills.
  • Ability to make data-driven decisions and measure product outcomes.
  • Experience with product management and collaboration tools such as Jira Software, Confluence, FigJam, and Jira Align, or similar platforms.
  • Ability to work independently and collaborate effectively across business and technical teams.
Preferred Qualifications
  • ITIL certification and demonstrated experience with IT Service Management (ITSM).
  • Experience with cloud platforms, CloudOps, observability, disaster recovery, and enterprise technical services.
  • Experience driving the transition from project-based delivery to a product-centric operating model.
  • Familiarity with platform-as-a-product strategies, product roadmaps, and continuous service improvement.
