Senior Program Manager - Oracle HCM Cloud Migration

Location: Falls Church, VA

Duration: 12+ months (Onsite)

Seeking for a technical Senior Program Manager to lead the migration and implementation of Oracle Fusion HCM Cloud applications. In this role, you will bridge the gap between strategy and execution, overseeing the end-to-end migration from legacy HR systems to Oracle Cloud HCM.

Key Responsibilities:

• Strategic Leadership, Governance & Risk Management:
  • Shape enterprise migration strategy and deployment roadmaps.
  • Establish governance frameworks and KPIs.
  • Act as liaison between HR leadership, IT executives, and partners.
  • Own fiscal responsibility for program budget.
  • Identify and manage critical program risks.
  • Design contingency and recovery plans.
• Technical, Implementation & Support Oversight:
  • Translate functional requirements into technical designs.
  • Oversee data migration strategies and data cleansing protocols.
  • Resolve complex functional and technical issues.
  • Guide integrations between Oracle Cloud HCM and third-party systems.
  • Ensure compliance with data privacy laws and security frameworks.
• Team & Vendor Management:
  • Lead a team of 30 internal analysts and developers.
  • Drive accountability for System Integrators and external consultants.

Required Qualifications:

• Experience:
  • 12 years in techno-functional IT/HRIS program management.
  • 6 years direct experience with Oracle HCM Cloud products.
  • 5 years in a Program Manager role managing multi-stream programs.
• Knowledge & Skills:
  • Expert knowledge of Oracle Fusion modules.
  • Experience with Redwood UI rollouts.
  • Understanding of Oracle Cloud Infrastructure and related technologies.
  • Mastery of OUM, Agile, and Waterfall methodologies.
  • Exceptional problem-solving and communication skills.
• Education:
  • Bachelor's degree in computer science, MIS, Human Resources, or a related field.
• Certifications:
  • Oracle Cloud HCM Certified Implementation Specialist (Highly Preferred)
  • PMP (Preferred)
  • Prosci Certified Change Management Professional (Preferred)
  • HRIP from IHRIM (Nice to have)
