Executive Summary:
  • Our client is looking to hire a Senior RF Engineer/In-Building Wireless Consultant with 11+ years of experience to assist the Office of Unified Communications (OUC) within the DC Government.
  • As a RF Engineer/In-Building Wireless Consultant is responsible for providing technical expertise in designing, implementing, and testing wireless communication systems. The ideal candidate will have at least five years of experience working with public safety communications systems, particularly Land Mobile Radio (LMR) systems. This position will support the design, implementation, and optimization of Distributed Antenna Systems (DAS) supporting FirstNet and P25 public safety radio communications. The consultant will work on various radio systems, DAS, and in-building wireless systems projects, ensuring compliance with industry standards and government regulations.
  • The RF Engineering Consultant will engineer, design, test, and implement wireless communications systems, focusing on public safety radio infrastructure. The consultant will support system reviews, licensing, requirement gathering, design review, and final system acceptance. Key responsibilities include performing DAS testing and acceptance, radio system coverage testing, vendor collaboration for feature upgrades, and providing long-term planning to meet evolving communications needs. The consultant will also conduct hardware/software analysis to assess system performance and suitability.
Day to Day Tasks:
  • Support various capital project tasks associated with radio system infrastructure, subscriber radio deployment, DAS systems performance monitoring and interference resolution, and the testing and acceptance of OUC projects associated with DAS and radio systems infrastructure
  • Develop criteria for approval of In-Building Wireless (IBW) proposals and applications.
  • Review and approve IBW proposals for compliance
  • Review existing guidelines for IBW
  • Update requirements for IBW systems implementation and support when applicable
  • Perform field surveys of new and existing BDA installations
  • Troubleshoot IBW network interference on the Public Safety Radio System
  • Investigate IBW network coverage issues
  • Support / complete agency radio programming requests
  • Manage/coordinate encryption and OTAR upgrades
  • Develop radio training material for internal and external users
  • Develop technical guidelines for radio use
  • Maintain and calibrate Client P25 subscriber radios
  • Support OUC radio operations
Responsibilities:
  • Provide assessments of technical and operational practices associated with system upgrades and changes, ensuring alignment with industry standards for the requested technology.
  • Offer Subject Matter Expert (SME) support for Public Safety Radio, DAS, and BDA systems.
  • Organize and research new or existing wireless technologies, products, and innovations.
  • Conduct research from various sources, including reference works, literature, statistical records, and online media.
  • Analyze data and prepare reports and studies for use by professionals, making recommendations based on findings.
Technical Skills:
  • Strong experience with Land Mobile Radio (LMR) systems and Distributed Antenna Systems (DAS), especially in public safety contexts (FirstNet, P25).
  • Proficient in radio frequency (RF) principles, troubleshooting network interference and coverage issues.
  • Skilled in radio system testing, link budget analysis, and DAS performance monitoring.
  • Knowledge of FCC regulations and compliance requirements for wireless systems.
Project Management & Compliance:
  • Experience in managing system upgrades, requirements gathering, and design reviews.
  • Familiarity with change management, system acceptance, and compliance with IBW system guidelines.
Analytical Skills:
  • Ability to analyze and interpret technical data for system performance evaluations.
  • Experience in hardware/software analysis to assess system suitability.
Communication Skills:
  • Strong written and verbal communication for technical documentation, training, and stakeholder collaboration.
  • Ability to train users and work effectively with internal teams and external vendors.
Minimum Education/Certification Requirements:
  • Bachelor's degree in Engineering, Information Technology, or related field or equivalent experience
  • Certification in related areas (e.g., NICET) is a plus.
Must Have Skills:
  • 1o to 15 years as SME in complex enterprise level projects.
  • 5 years of experience working in public safety radio communications systems and DAS systems.
  • 3 years of interoperable radio communications experience
  • 3 years of experience with integration of P25 and 4G / 5G DAS systems Infrastructure
  • 3 years of experience with RF engineering tools to simulate 4G and LMR coverage analysis
  • 3 years of experience in drive testing P25 radio systems and 4G/5G cellular systems
  • 3 years of radio network coverage and interference analysis experience.
  • 3 years of experience in In-building wireless systems design, implementation, testing, monitoring and interference management
  • 3 years of experience in troubleshooting wireless systems including LMR, 4G/5G, and DAS.
  • 3 years of experience with LMR and DAS systems infrastructure.
  • 3 years of experience with P25 radio network.
  • 3 years of experience and knowledge of public safety communications and interoperability.
  • 1 year of experience and knowledge with LTE and P25 standard practices.

  • 6 years of experience and knowledge of wireless communications - combination of theory and practice.
Nice To Have Skills:
  • 2 years of experience in developing fleet maps, code plugs, and programming radios for public safety.
