Overview

The Partner Quality Engineering (PQE) teams knows that every Windows device that reaches our customers depends on a solid validation system before it leaves the factory. The kits, assessments, and requirements behind that system help device makers, silicon partners, and Microsoft understand whether a PC is ready to ship.

In this Senior Technical Program Manager role you own the assessment and validation toolkit layer for the Windows device ecosystem. You define the strategy for the kits and assessments partners rely on, drive predictable releases, keep standards aligned to real-world quality signals, and turn validation data into guidance partners and engineering teams can act on.

Responsibilities

  • Own the assessment and validation toolkit strategy for the Windows ecosystem, including roadmap, priorities, release planning, and partner value.
  • Drive reliable releases for key kits and assessments, with clear quality gates, partner readiness, documentation, and support plans.
  • Keep assessments relevant to how devices are built and used, partnering with engineering teams on what to measure, how to measure it, and how to evolve the standards over time.
  • Partner with device makers and silicon partners to improve pre-ship quality, make validation issues easier to diagnose, and reduce friction in the device build-and-ship lifecycle.
  • Help evolve system-level validation and certification requirements, including partner communications, readiness milestones, exception handling, and escalation paths.
  • Build scalable partner enablement through documentation, training, conference labs, community support, and self-service experiences that help partners resolve common issues faster.
  • Bring data and AI into assessment triage, using telemetry, results pipelines, and insights to find patterns, explain failures, and accelerate root-cause analysis.

Qualifications

Required Qualifications:

  • Bachelors Degree AND 4+ years experience in engineering, product/technical program management, data analysis, or product development.
  • OR equivalent experience.

Preferred Qualifications:

  • 4+ years in program management or engineering, ideally in developer tools, SDKs, platform ecosystems, hardware validation, or partner-facing technical products.

  • 2+ years of experience managing cross-functional and/or cross-team projects.

  • Experience with developer tools, SDKs, validation tools, hardware ecosystem programs, or partner-facing platform products.

  • Experience building software products, tools, or platforms with diverse engineering teams and external stakeholders.

  • Experience working across engineering, validation, support, legal, marketing, and field teams to drive decisions and deliver outcomes.

  • Excellent written and verbal communication, including specs, decision memos, partner-facing guidance, executive updates, and technical presentations.

  • Familiarity with Windows assessment, deployment, validation, or certification tools such as ADK, WAT, HLK, WHQL, or WHCP, or comparable tools in another platform ecosystem.

Technical Program Management IC4 - The typical base pay range for this role across the U.S. is USD $119,800 - $234,700 per year. There is a different range applicable to specific work locations, within the San Francisco Bay area and New York City metropolitan area, and the base pay range for this role in those locations is USD $160,200 - $261,000 per year.
