Overview

Cloud Operations and Innovation (CO+I) delivers the global datacenter infrastructure capacity that powers Microsoft's cloud platform. Within CO+I, the Land Development team enables cloud growth by delivering and pre-positioning real estate, land rights, and infrastructure access required to support datacenter development at scale.

Within Land Development, the Water Program team ensures on-time delivery of water and wastewater infrastructure and service capacity needed to build and operate datacenters. The Senior Water and Wastewater Program Manager partners across legal, design, construction, operations, utilities, and regulators to secure approvals and enable offsite wet-utility solutions that keep critical path milestones on track.

Responsibilities

  • Lead the identification of requirements and strategies for water and wastewater enablement across multiple datacenter projects; gather requirements, identify resource needs, create enablement schedules and execution plans, and drive cross-team delivery to meet milestones.
  • Define and resolve complex water and wastewater program issues by assessing scenarios, selecting optimal execution plans, and simplifying processes to reduce friction and cycle time.
  • Conduct comprehensive due diligence and ongoing assessments through design and construction to identify delivery requirements, constraints, and risks (schedule, permitting, capacity, and compliance).
  • Partner with internal stakeholders across land development, design, construction, operations, environmental, and other teams to develop integrated water and wastewater delivery strategies.
  • Communicate key risks, mitigations, dependencies, and policies to internal stakeholders, including clear decision points and recommended paths forward.
  • Identify and drive innovative solutions to prevent or resolve delays to construction, commissioning, or operations caused by water or wastewater delivery constraints.
  • Develop agency engagement strategies and represent Microsoft in meetings with Authorities Having Jurisdiction (AHJs), regulatory agencies, utilities, external stakeholders, and the public to facilitate timely approvals and delivery.
  • Own key strategic relationships (utilities, AHJs, regulators, government officials, and other stakeholders) and serve as a single point of contact for water/wastewater approval discussions.
  • Lead development and continuous improvement of program tools, processes, and metrics to improve predictability and execution performance for water and wastewater delivery.
  • Educate project teams on water and wastewater requirements to enable timely approvals and ensure compliance; provide regular reporting on actions, strategy, and risks to the Americas program manager

Qualifications

Required Qualification:

  • Bachelors degree in Business Management, Real Estate, Project Management, or related field, AND 5+ years relevant experience OR 7+ years equivalent experience.

  • This position requires verification of citizenship due to citizenship-based legal restrictions. Specifically, this position supports United States federal, state, and/or local US government agency customers and is subject to certain citizenship-based restrictions where required or permitted by applicable law. To meet this legal requirement, and as a condition of employment, classified as Microsoft Confidential the successful candidate's citizenship will be verified with a valid passport.

Ability to meet Microsoft, customer and/or government security screening requirements are required for this role. These requirements include, but are not limited to the following specialized security screenings:

  • Microsoft Cloud Background Check: This position will be required to pass the Microsoft Cloud background check upon hire/transfer and every two years thereafter.

Preferred Qualification:

  • Bachelor's Degree AND 10+ years experience in environmental or civil engineering (or equivalent experience).
  • 7+ years experience in water and wastewater project planning and delivery, water infrastructure permitting, and a working understanding of industrial water quality chemistry and treatment processes.
  • 5+ years experience managing cross-functional and/or cross-team projects, project delivery schedules and stakeholder relationships.
  • Experience supporting datacenter or large industrial project development and permitting; experience planning and delivering large industrial projects across multiple markets.
  • Knowledge of water supply planning for large industrial projects (water quality, capacity requirements, infrastructure planning).
  • Knowledge of industrial wastewater discharge permitting programs (e.g., pretreatment, surface water discharge, and water reuse strategies).
  • Demonstrated proficiency managing a portfolio of projects (schedule, risk mitigation, reporting, and coordination of critical information).

Real Estate Portfolio Management IC5 - The typical base pay range for this role across the U.S. is USD $116,900 - $203,600 per year. There is a different range applicable to specific work locations, within the San Francisco Bay area and New York City metropolitan area, and the base pay range for this role in those locations is USD $148,400 - $222,600 per year.
