Site Manager - Healthy Communities Program

POSITION SUMMARY: Texas Tech University Health Sciences Center, in collaboration with Permian Basin Medical Center (“The Beacon Alliance”) and the Permian Strategic Partnership, is implementing a population health initiative designed to improve the health and well-being of rural communities across the Permian Basin, including West Texas and Southeast New Mexico.

The Healthy Communities – Permian Basin program aims to define the scope of undiagnosed and undertreated health conditions in rural areas and bring innovative, person-centered solutions to community members to improve health outcomes. To support this work, a Surveyor / Implementer (Field Staff) team has been established to work with the community providing them with tools to understand their health data and empower them to take action.

Reporting and Leadership Responsibilities: The Surveyor/Implementer team(s) will be led by the Manager, Healthy Communities, who reports to Executive Director and Managing Director, Healthy Communities – Permian Basin. The Manager is responsible for providing leadership, mentorship, and the resources Surveyor/Implementers need to perform their roles successfully. This includes performance management, input into hiring and termination decisions, and other leadership duties. The Manager will also serve as a Surveyor/Implementer when coverage or program needs require additional support.

Field-Based Role and Schedule: This role is located in Hobbs, New Mexico. The Manager will split their time between leadership / operations duties and in the field supporting Surveyor/Implementers as they meet with community members in a variety of settings, including community facilities, homes, and churches. The Manager’s schedule will include evenings and weekends to align with community members’ availability and support community events, programs, meetings, and other activities.

Key Responsibilities:

Program Leadership and Team Support

• Work closely with members of the Healthy Communities – Permian Basin team to support successful program implementation.
• Support, train, and mentor Surveyor/Implementers in community outreach, basic health screening activities, communication skills, data collection, and other duties outlined in the Surveyor/Implementer position description.
• Ensure team members are competent and prepared to conduct survey-related and program implementation activities accurately and professionally.
• Participate in and/or lead team debriefs to review progress, address challenges, and strengthen field practices.
• Provide supervisory oversight for Surveyor/Implementers, including performance management, input into hiring and termination decisions, and other managerial responsibilities needed to support program operations.

Field Operations and Data Follow-Up

• Perform community outreach including stationery and door-to-door activities as needed to support program coverage and continuity.
• Maintain accurate information on completed surveys and biomarker screenings to support follow-up activities.
• Maintain accurate and current inventory for accountability. Project inventory needs for timely ordering and delivery.
• Work in non-traditional settings, including community facilities, outdoor locations, homes, vans, and churches.
• Complete required administrative and technical training before beginning field work.

Community Outreach and Health Education

• Conduct outreach activities that work with the community by providing them with tools to understand their health data and empower them to take action.
• Provide culturally appropriate health information and resources while respecting the unique needs and values of the rural communities served.

Technology and Mobile App Support

• Manage field technology, including Wi-Fi hotspots, tablets, and related equipment.
• Set up and support health-related mobile apps for community members.

Qualifications:

Required Qualifications

• Bachelor’s degree.

Preferred Qualifications

• Master’s degree preferred.
• Bilingual in Spanish and English preferred.
• Experience in a healthcare field preferred.
• Prior supervisory or management experience preferred, including coaching, performance management, and team development.
• Residence within close proximity to Hobbs, NM area, to support effective staff supervision, community engagement, and responsiveness to local operational needs.

Communication and Interpersonal Skills

• Excellent verbal and written communication skills, with the ability to effectively communicate with staff, community members, and maintain positive working relationships across diverse groups.
• Proficiency in Microsoft Office applications, including Word, Excel, PowerPoint, and Teams.

Schedule and Work Requirements Must be available to work an irregular schedule, including weekends and hours after 5 p.m.

Supervision Requirements: The Manager provides leadership, mentorship, and supervisory oversight for Surveyor/Implementers. This includes performance management, input into hiring and termination decisions, and other managerial responsibilities needed to support program operations.

Physical Requirements: This position requires the ability to work in field-based settings and travel to various program related and/or community locations, and working in a variety of environments, including outdoor settings, where exposure to varying weather conditions, including heat, may occur. The physical demands described are representative of those required to successfully perform the essential functions of this role. Duties may include standing, walking, climbing stairs or ramps, balancing, stooping, and handling materials, as well as frequent use of hands to operate a computer, tablet, or other field equipment. When performing the Surveyor/Implementor role, the physical demands may include lifting and moving items weighing up to fifty (50) pounds.
