Sr. Business Analyst

Job Summary

The Pennsylvania Public Utility Commission (PA PUC) is seeking an experienced Senior Business Analyst to contribute to the modernization of the Commission’s CAI application. This project, which is crucial for resolving public complaints with utility companies, is set to span three years. The role involves working with business unit subject matter experts to identify and recommend key system improvements while retaining existing functionality and ensuring its migration to the new system. The ideal candidate will have a strong background in process improvements and be able to work both independently and collaboratively. Responsibilities include making recommendations, documenting them clearly, and discussing them with team members such as the Product Manager, Data Modeler, Developers, and Product Owner. A strong testing background is essential for verifying the accuracy of system changes.

Key Responsibilities

• Document existing requirements of the CAI application and verify all key functionality.
• Prioritize requirements and link them to legislative or policy requirements where applicable.
• Collaborate with various business units to recommend system improvements.
• Propose new features that add business value.
• Work with the Product Manager to translate business requirements into clear user stories and define acceptance criteria.
• Assist in analyzing technical approaches, including potential platform, architecture, and integration decisions.
• Ensure business requirements are clearly understood by the technical delivery team.
• Support change management, user adoption, and training efforts for the modernized solution.
• Ensure product alignment with Commonwealth and PA PUC standards for security, accessibility, data privacy, and compliance.
• Identify risks, dependencies, and impediments.
• Provide regular status updates and recommendations to IT leadership and business sponsors.

Qualifications

• Minimum of 7 years as a Business Analyst, with at least three years in a senior role.
• Experience analyzing legacy applications or leading digital transformation requirement gathering.
• Strong experience in gathering requirements and translating them into clear user stories.
• Working knowledge of Agile/Scrum methodologies and tools (Azure DevOps, Jira, or similar).
• Experience with large project testing and leading/coordinating UAT.
• Excellent written and verbal communication skills for both technical and non-technical audiences.
• Strong organizational and prioritization skills with the ability to manage competing demands.
• Experience with enterprise application modernization, process improvement, and business process reengineering is highly desired.
• Knowledge of accessibility standards (WCAG 2.1) and public-sector compliance requirements is highly desired.
• Previous experience with Commonwealth of Pennsylvania agencies or similar public-sector organizations is highly desired.

Work Schedule

This position offers a hybrid work schedule. Candidates are expected to be in the office in Pennsylvania two days a week, with one of those days being Wednesday. The remaining three days can be worked from home or remotely.
