BASIC PURPOSE OF POSITION:

This role is responsible for supporting the Company’s recruiting, employment, employee relations, compliance, and general human resources functions. This position plays a critical role in executing full-cycle recruiting activities, administering HR programs and processes, supporting employee relations matters, and ensuring compliance with federal, state, DOT/PHMSA, and Company requirements.

The position partners closely with hiring managers and employees to support staffing initiatives across onshore and offshore operations while promoting a high-performing, compliant, and employee-focused work environment.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

  • Execute full-cycle recruiting activities for exempt, non-exempt, technical, operations, engineering, offshore, and corporate positions
  • Source candidates through traditional and non-traditional recruiting methods including job boards, networking, referrals, social media, industry associations, and direct sourcing techniques
  • Conduct in-depth phone screens and interviews to ensure candidates meet position qualifications and align with Company culture and operational expectations
  • Coordinate and schedule interviews with hiring managers and leadership teams
  • Review job descriptions with hiring managers to ensure responsibilities, qualifications, and business needs remain current and accurate
  • Develop recruiting metrics and reports and identify opportunities for process improvement and recruitment strategy enhancements
  • Administer the Company’s applicant tracking system and recruiting processes while ensuring compliance with EEO and recordkeeping requirements
  • Coordinate and manage pre-employment activities including background checks, DOT/non-DOT drug testing, physical examinations, and onboarding requirements
  • Prepare offer recommendations in partnership with Compensation and HR leadership
  • Coordinate offer approvals, prepare offer letters, and assist hiring managers with candidate communications and offer delivery
  • Conduct New Hire Orientation and complete onboarding documentation and employment processes
  • Manage temporary staffing and contractor coordination activities for assigned business locations
  • Review and route temporary staffing invoices to department management for approval and processing
  • Handle employee transfer requests and coordinate internal movement processes with management approvals
  • Conduct exit interviews and prepare turnover trend analysis and reporting for management review
  • Interpret Company policies and provide coaching, guidance, and consultative support to employees and management.
  • Respond to employee inquiries regarding benefits, payroll, leave administration, HR policies, and employment practices.
  • Assist with HR projects, audits, reporting, compliance initiatives, and special assignments throughout the year
  • Ensure SOX compliance and adherence to internal controls in all areas related to assigned responsibilities
  • Required to work onsite daily at the Houston Office and travel to CA Offshore and Las Flores Canyon facility in Goleta, California as required
  • Perform additional duties as assigned

POSITION SPECIFICATIONS:

  • Minimum of 7+ years of progressively responsible Human Resources experience with a strong focus in recruiting, employment, and employee relations
  • Bachelor’s degree in Human Resources, Business Administration, or related field strongly preferred
  • PHR, SPHR, SHRM-CP, SHRM-SCP, or Human Resources Management certification highly preferred
  • Experience recruiting for multiple levels of personnel including operations, technical, engineering, maintenance, offshore, and corporate positions
  • Strong understanding of recruitment and selection practices consistent with federal guidelines and applicable employment laws
  • Strong working knowledge of California and federal employment laws and HR best practices
  • Experience utilizing Human Resource Information Systems (HRIS), Applicant Tracking Systems (ATS), and Microsoft Office Suite applications
  • Strong organizational skills with the ability to manage multiple priorities in a fast-paced operational environment
  • Strong verbal and written communication skills with the ability to build effective relationships at all organizational levels
  • Ability to work additional hours as needed and travel to onshore and offshore locations to support business operations
  • Must possess a high level of urgency, accountability, professionalism, and customer service orientation
  • Ability to manage multiple priorities and projects in a fast-paced operational environment
  • Ability to work independently and collaboratively with cross-functional operational teams

PAY INFORMATION:

  • Annual Salary Pay Range: $125k - $175k

PHYSICAL REQUIREMENTS:

The position requires manual dexterity to handle documents and operate office equipment such as printers, shredders, and computers. Also required is performing repetitive motions and extended periods of sitting, standing, and walking for varying lengths of time. The position requires interacting and communicating professionally with others via speaking, hearing, and writing; learning new tasks, processes, and concepts; thinking to solve problems; concentrating on required tasks; distinguishing color and depth perception; and reading data, figures, electronic and hard copy documents.

Visual and manual dexterity are extremely important for this position. The incumbent will be subject to performing sedentary to light work, exerting up to 10 pounds of force occasionally, or constantly lifting, carrying, pushing, pulling, or otherwise moving objects, reaching overhead for items, stooping, bending, and twisting while working. Other physical activities include the ability to utilize fingers to feel and grasp objects or work devices as needed and manual dexterity in the use of the hands, seeing, talking, hearing, performing repetitive motions, and standing for long periods of time.

The position requires walking or traversing over and across uneven terrain, accessing areas outdoors and on or around equipment, over or around obstacles or structures such as pipes, low rails, and walls, stooping or bending to reach certain locations, climbing stairs or ladders, and exposure to outside weather conditions.

The position may require facility inspections, which necessitate wearing a respirator and personal protective equipment, such as gloves, gas masks, and suits, with an average weight of 10-25 pounds.
