About the Role

The Senior Manager, End-to-End Program Management is a senior leadership position accountable for the strategic leadership, program execution, and client stewardship of one of the organizations largest and most complex portfolios. The role owns program end-to-end delivery - from strategy and contractual commitment through operational execution and measurable client outcomes - across a diverse set of products, services, and delivery partners.

The defining demand of this role is complex program management exercised through cross-functional collaboration. The leader has no single line of authority over every function required to deliver; success depends on orchestrating product management, program management, operations, technology, assessment, finance, and client requirements toward a single integrated plan. The role serves as the primary commercial representative to executive stakeholders and to the client, ensuring "one voice" in all client communication while holding internal partners to shared commitments, milestones, and quality standards.

The position carries a deliberately matrixed reporting relationship - a solid line to Enterprise Enablement and a liaison relationship with PMO, assessment, operations and technology resources. The incumbent must make that structure work through influence, transparency, and disciplined escalation rather than positional authority.

Role Responsibilities

Complex Program Management

The portfolio spans multiple concurrent workstreams, contractual milestones, and delivery partners. The incumbent is accountable for holding that complexity in a single coherent plan and for the discipline that keeps it current.

  • Own the end-to-end program lifecycle for a large-scale, multi-workstream portfolio - strategy, planning, execution, and closeout - consistent enterprise project management standards, and established best practices.
  • Manage complex integrated program schedules, including interdependencies among and between subprojects, shared enterprise resources, supplier deliverables, and contractual client milestones.
  • Maintain, track, and measure program success metrics across scope, schedule, cost, risk, issues, and change control - with timely, no-surprises reporting to sponsors, program owners, stakeholders, and executive leadership.
  • Lead complex initiatives from inception through completion while navigating organizational, financial, technological, and market constraints, including competing priorities and mid-cycle change.
  • Establish and attain strategic program goals that require coordinated delivery across multiple departments and business units, sustaining momentum through reorganization, technology change, and resource pressure.
  • Provide program-level supervision and direction to assigned project managers, setting standards for planning rigor, risk discipline, and reporting quality across the program team.
  • Apply advanced problem-solving and decision-making to ambiguous, high-complexity problems where the approach itself must be designed, not selected.

Cross-Functional Collaboration & Client Stewardship

This role succeeds or fails on the strength of its partnerships. The incumbent is expected to operate as the connective tissue between the client, the program team, and every internal function whose work reaches the client.

  • Serve as the single commercial point of contact for the client and ensure consistent, one-voice communication to the client across all internal functions and suppliers.
  • Partner with operations, technology, assessment, finance, and outsourced suppliers to align capabilities, commitments, and delivery timelines to client requirements.
  • Implement and maintain a protocol for assessing client needs and translating them into solutions, with clear hand-offs to the functions accountable for building and delivering them.
  • Educate internal stakeholders - including customer-facing teams - on future client capability requirements so roadmap and operational planning reflect real client demand.
  • Act as a strategic advocate for the client while ensuring enterprise objectives, contractual commitments, and operational capacity remain aligned; surface and resolve conflicts between the two early.
  • Build and sustain executive-level relationships with clients, business partners, suppliers, and industry stakeholders.
  • Operate effectively within a matrixed reporting structure, maintaining open and disciplined communication between operations, assessment, technology so that competing client and operational expectations are managed as routine work rather than escalation.

Operational, Financial & Quality Performance

  • Deliver against all client service-level agreements and contractual obligations; own overall business performance and client satisfaction for the program/s.
  • Oversee program budgeting, forecasting, and financial planning; manage to agreed budget and P&L targets.
  • Execute and continually optimize a client-focused portfolio strategy that delivers measurable, differentiated value clients recognize and are willing to pay for.
  • Drive operational excellence through technology enablement, business process analysis and redesign, and productivity improvement.
  • Lead quality, metrics, reporting, and performance management initiatives grounded in strong process documentation and data-driven decision making.
  • Drive continuous assessment and future-state planning for evolving client and enterprise requirements.

Leadership & Talent Development

  • Foster commitment, creativity, innovation, and mutual trust; challenge the team toward the highest levels of achievement.
  • Provide mentoring, coaching, subject-matter expertise, and development opportunities; build bench strength through talent development and succession planning.
  • Define and advance best practices, operational standards, goals, and performance expectations across the program organization.

Process Outputs

  • An integrated, executable end-to-end program plan with managed interdependencies and current risk, issue, and change registers.
  • Successful delivery of contractual client commitments, milestones, and service-level obligations.
  • Solutions to complex client needs, with clear internal ownership and delivery accountability.
  • Consistent, one-voice client communication and consistent internal communication across functions.
  • Achievement of budget, forecast, and P&L targets, with accurate financial reporting.
  • Measurable improvement in operational efficiency, quality, productivity, and client satisfaction.
  • Strengthened organizational capability through leadership development and talent management.
  • Consistent application of enterprise program management and operational standards.

Knowledge, Skills and Experience Requirements

  • Demonstrated mastery of complex program and project management, including multi-workstream scheduling, interdependency management, risk and change control, and program governance.
  • Proven ability to lead and influence cross-functional and matrixed teams without direct authority over all contributing functions.
  • Strategic planning and execution - the judgment to balance enterprise strategy with hands-on tactical implementation.
  • Advanced problem-solving in complex, ambiguous, and high-judgment environments.
  • Financial management: budgeting, forecasting, P&L ownership, and operational performance management.
  • Contracting, negotiation, stakeholder management, and change leadership.
  • Ability to plan, implement, and support activities and systems in a complex technical environment and to comprehend complex technical subject matter.
  • Ability to set and manage competing priorities across multiple stakeholders.
  • Ability to connect client needs, business goals, and organizational strategy.
  • Exceptional written and verbal communication, relationship management, and executive influencing skills.

Education & Experience

Required

  • Ten or more years of demonstrated success leading complex programs, large client portfolios, or enterprise-scale contractual engagements, including full accountability for delivery outcomes.
  • Significant experience managing large operational and capital budgets with accountability for financial results.
  • Demonstrated experience leading cross-functional delivery across internal functions and outsourced suppliers.
  • Bachelors degree in Business, Education, a technology-related field, or an equivalent combination of education and professional experience.

Preferred

  • Advanced business or leadership degree.
  • Recognized program or project management credential and demonstrated fluency with enterprise PMLC/EPM methodologies and tooling.
  • Experience in educational assessment, testing, or a comparable regulated, high-volume service operation.

Additional Position Requirements

  • Preferred locations are Olathe, Kansas; Princeton, NJ; or Washington DC area. Candidates located outside New Jersey should expect an approximate 25% travel commitment for cross-team collaboration and client management meetings.
  • An elevated level of direct and indirect client presence is expected, both independently and alongside the program team.
