Job Summary

This position ensures the accurate and timely processing of all claims submitted for payment. Responsibilities include examining, investigating, and reviewing County records, reports, financial statements, debt, and managerial and operational practices to ensure efficiency, accuracy, and compliance with applicable policies and procedures, laws, contracts, and state and federal regulations. Performs other duties as assigned by the County Auditor. Reports directly to the Claims Supervisor.

Major Duties

  • Performs simple-to-complex audits and/or reviews on management operations, internal control structures and systems, and accounting records for reliability, adequacy, accuracy, correctness, and compliance with legal regulations, county policy, procedures, and contracts.
  • Advises on the requirements, liabilities, and penalties for compliance and noncompliance, and recommends improvements to accounting or management operational systems and controls.
  • Audits and verifies the disbursement account coding to ensure the correct distribution of expenditures.
  • Analyzes general ledger accounts, fund balances, and expenditures.
  • Prepares reports on estimates, cost data, and budget items.
  • Prepares a variety of disbursement reports.
  • Researches and reconciles discrepancies in general ledger accounts, funds, and/or appropriation balances.
  • Researches and provides accounts payable, general ledger, and other pertinent information for the Auditor and/or senior management.
  • Reviews and posts revenue collections (cash reports).
  • Performs other assigned duties.

Knowledge, Skills, and Abilities

  • Knowledge and proficiency in Excel (must be able to extract, use, and present data in a relevant manner).
  • Knowledge and understanding of Generally Accepted Accounting Principles (GAAP).
  • Knowledge of risk management, risk-based assessment, and internal controls.
  • Knowledge of the function and role of county government, fund accounting, and assignment of accounts for stated expenditures.
  • Strong analytical, computer, written, and oral communication skills
  • Ability to learn new programs and processes.
  • Ability to be self-motivated, work independently with limited required direction and guidance, and work well in teams.
  • Ability to use critical thinking and develop solutions when presented with challenges.
  • Ability to plan, organize, and complete work in a timely manner.

Minimum Qualifications

  • Bachelor's Degree from an accredited university in Business Administration.
  • Must have at least one ( 1 ) year of experience to understand the basic principles relevant to the major duties of the position.
