Job Summary

TalentWise LLC is building a pipeline of senior budget and financial management professionals to support anticipated government contract awards with Arlington County, VA.

Financial planning, and program analysis work to support County operations. This role collaborates with leadership and program managers to develop, monitor, and evaluate operating and capital budgets, ensuring alignment with organizational goals and fiscal policies.

The position provides strategic guidance on budgeting, financial forecasting, and program effectiveness, supporting decision-making at the executive level.

Key Responsibilities

  • Lead and support development of operating, capital, and grant-funded budgets 
  • Analyze programs, services, and financial data to provide recommendations on resource allocation 
  • Monitor budget performance, expenditures, and revenue projections 
  • Assist departments with budget preparation, submissions, and presentations 
  • Evaluate financial impact of new initiatives, policy changes, and program proposals 
  • Conduct cost-benefit analysis, forecasting, and long-term financial planning 
  • Support capital improvement planning and funding strategies 
  • Prepare reports, presentations, and briefings for leadership and governing bodies 
  • Ensure compliance with financial policies, regulations, and procedures 
  • Coordinate with departments, agencies, and external partners on budget and financial matters 
  • Develop and track performance measures and financial metrics 
  • Provide training and guidance on budget processes and financial systems 

Minimum Qualifications

  • Bachelor’s degree in Public Administration, Business Administration, Accounting, Finance, or related field 
  • Significant experience in budgeting, financial analysis, or public sector finance 
  • Strong knowledge of budget development, financial planning, and fiscal policy 
  • Ability to analyze complex financial data and develop strategic recommendations 
  • Strong communication and presentation skills for executive-level audiences 
  • Ability to manage projects and collaborate across departments 
  • Proficiency with financial systems and analytical tools 
  • Master’s degree preferred
