    What is this career opportunity?

The General Services Division (GSD) is seeking a Bureau Chief to lead the State Print & Mail Bureau (SPM), which provides preflight, print production, bindery, mail, and digital document services for the Enterprise. This position directly supervises the Operations Manager, provides vision and direction for 29 team members, and oversees a $13.5 million budget.

Operating across two locations, SPM provides secure printing and related services to all state agencies in compliance with statutes, administrative rules, agency protocols, and strict security requirements. The bureau also serves municipalities and qualifying 501(c)(3) organizations, indirectly supporting the broader Montana population.

Guided by statute, policy, and in-plant printing and mailing best practices, the Bureau Chief balances core operations, evolving industry standards, and customer relations while providing executive oversight of:

    • Preflight: Customer Support Representatives and Design Technicians
    • Print Production: Print Operators, Inserting Operators, and Bindery Technicians
    • Mail: Couriers and Mail Sorting and Metering Equipment Operators
    • Document Services: Document Digitization Specialists
    • Print Procurement and Outsourcing

(You can learn more about the Department of Administration's General Services Division here.)

    What are we looking for?

To thrive in this role from day one, you should demonstrate the following skills:

    • Organizational Leadership: Build consensus among Operations Manager and first line managers to facilitate strategic planning, forecasting, and implementation of production best practices. Balance customer service with smart stewardship of State property and data. Promote a culture of safety, professionalism, and continuous improvement.
    • Operational Oversight: Use high-level planning and intentional leadership to ensure alignment with organizational goals, supply-chain readiness, and industry best practices. Develop or maintain plans to address effective emergency response, resource allocation, and workforce development. Oversee budgeting, estimating, cost-centers, fiscal management practices, and track State and federal funding principles and requirements. Implement liability mitigation strategies that sustain rigorous data security standards, provide adequate redundancy, and strengthen contracted agreements. Utilize principles of incident command system (ICS) to respond effectively to issues, and strategic planning to improve processes.
    • Customer Relations: Provide excellent customer service without compromising operational capacity or capability. Promote early SPM engagement in agency customer projects, and work collaboratively with customers to identify practical solutions, manage expectations, and reduce avoidable impacts to cost, quality, schedule, and operations.
    • Problem-Solving Mindset: Be curious, innovate, and take reasonable risks to solve problems, sustain mission critical productions, and long-term production planning. Collaborate with Division leadership and other State partners to develop SLAs, MOUs, and other agreements that are aligned with Department standards and State law.

    Competencies:

    • Understanding of general principles of preflight, print production, mailing and USPS fulfillment standards, and digitization services
    • Understanding of how to monitor and maintain the integrity of data handling practices in order to protect the security of State documents and PII
    • Coordinate multiple mission critical functions (e.g., warehouse management and inventory, changes to industry regulations and rates, adequate equipment and process redundancy, professional development opportunities, overall production operations, etc.)
    • Supervision of staff, including defining expectations, assigning work, coaching, and evaluating performance
    • Knowledge of public procurement practices, including applying laws, rules, and policies to procurement decisions
    • Utilize different communication styles with diverse levels of management, stakeholders, and public forums, including crisis, collaborative, and strategic communications
