Description

The Department of Ecology is hiring a Stormwater Compliance Unit Supervisor (WMS1) within the Water Quality Programs Northwest Region section.

Location:

  • Northwest Region Office in Shoreline, WA.

  • The salary listed includes 5% premium pay due to the position location in King County.

  • Upon hire, you must live within a commutable distance from the duty station.

Schedule:

  • This position is eligible for telework and flexible schedule options.

  • A minimum of one day per week is required in the office.

  • Schedules are dependent upon position needs and are subject to change.

Duties

As the Stormwater Compliance Unit Supervisor, you will lead a team of eleven inspectors who conduct compliance assurance activities for many of Washington's National Pollutant Discharge Elimination System general permits. These include the Construction Stormwater, Industrial Stormwater, Boatyard, Upland Finfish, Winery, Vessel Deconstruction, and Bridge/Ferry Terminal Maintenance permits. Your team works directly with businesses, contractors, and facility operators to help them understand requirements, improve pollution control practices, and resolve compliance issues. You will oversee unique technical and regulatory work associated with high-profile stormwater management projects, including use of companion orders for construction activities on contaminated sites, Duwamish River source control activities, and transportation-related construction project compliance assurance.

In this role, you decide how to focus limited resources across some of the busiest counties in the state. You set priorities for inspections, complaint response, sector-based initiatives, and follow up actions. You support staff through training, coaching, and daily guidance, and you ensure that inspection reports, external correspondence, and enforcement documents are clear, accurate, and timely. You also make sure our enforcement actions meet legal and procedural standards. This position offers the opportunity to lead and grow a collaborative team and make a direct difference in protecting Washington's water quality.

What you will do:

  • Lead, organize, and support the work of the Stormwater Compliance Unit. Ensure staff have the training, tools, and guidance they need, and provide timely feedback and professional development opportunities. Evaluate performance and take corrective or disciplinary action when needed. This includes frequent travel to permitted facilities across the state to train staff and observe fieldwork, including long distances and remote locations.
  • Plan and manage the unit's workload. Coordinate annual planning, set priorities, assign work, support project teams across programs, and track progress to ensure tasks and commitments are completed on time.
  • Develop and maintain procedures that support field staff safety, strong data and records practices, and efficient use of forms, paperwork, and agency data systems.
  • Conduct recruitment efforts for vacant positions by preparing position descriptions and essential functions analyses, and serving as the hiring manager in accordance with agency policies and procedures.
  • Serve as section contact for policy and program development within assigned areas. This includes work related to general permit implementation, use of the stormwater management manual, and Puget Sound No Discharge Zone implementation.
  • Oversee recommendations for formal enforcement actions and guide the unit through any related appeals. Represent the program as the Lead Manager for appeals of Stormwater Compliance Unit enforcement actions. Provide technical support to the Attorney General's Office as needed. Serve as an expert witness or program representative in proceedings before the Pollution Control Hearings Board or other administrative bodies or courts.

Required Qualifications:

Nine (9) years of experience and/or education related to the duties of the position, which must include the following:

  • Regulatory and Compliance Oversight - Ability to apply laws, permits, and policies to ensure consistent, accurate, and defensible compliance and enforcement decisions.
  • Work Planning and Resource Management - Ability to organize work, set priorities, and allocate staff and budget to ensure program commitments and performance targets are met.

Education involving a major study in environmental, physical, or one of the natural sciences; environmental or natural science interdisciplinary studies; environmental planning, engineering, public administration, or an academic discipline related to the duties of the position.

Special Requirements/Conditions of Employment:

  • Must possess and maintain a valid drivers license or provide alternate reliable transportation for travel within the state of Washington.
  • Regular travel is required between Ecology headquarters, regional offices, partner agency locations, and permitted sites/facilities that have limited or no public transportation.

Desired Qualifications:

  • Experience supervising and recruiting employees.
  • Technical expertise in stormwater management principles, stormwater treatment, and environmental compliance practices.
  • Knowledge of National Pollutant Discharge Elimination System (NPDES) permitting, Clean Water Act regulations, Washington State stormwater requirements and associated technical guidance.
  • Proven negotiation and facilitation skills used to resolve complex environmental challenges.

Insurance Benefits

Retirement and Deferred Compensation

State Employees are members of the Washington Public Employees Retirement System (PERS). New employees have the option of two employer contributed retirement programs. For additional information, check out the Department of Retirement Systems web site.

Employees also have the ability to participate in the Deferred Compensation Program (DCP). This is a supplemental retirement savings program (similar to an IRA) that allows you control over the amount of pre-tax salary dollars you defer as well as the flexibility to choose between multiple investment options.

Social Security

All state employees are covered by the federal Social Security and Medicare systems. The state and the employee pay an equal amount into the system.

Public Service Loan Forgiveness

If you are employed by a government or not-for-profit organization, and meet the qualifying criteria, you may be eligible to receive student loan forgiveness under the Public Service Loan Forgiveness Program.

Holidays

Full-time and part-time employees are entitled to paid holidays and one paid personal holiday per calendar year.

Note: Employees who are members of certain Unions may be entitled to additional personal leave day(s), please refer to position specific Collective Bargaining Agreements for more information.

Full-time employees who work full monthly schedules qualify for holiday compensation if they are employed before the holiday and are in pay status for at least 80 nonovertime hours during the month of the holiday; or for the entire work shift preceding the holiday.

Part-time employees who are in pay status during the month of the holiday qualify for the holiday on a pro-rata basis. Compensation for holidays (including personal holiday) will be proportionate to the number of hours in pay status in the month to that required for full-time employment, excluding all holiday hours. Pay status includes hours worked and time on paid leave.

Sick Leave

Full-time employees earn eight hours of sick leave per month. Overtime eligible employees who are in pay status for less than 80 hours per month, earn a monthly proportionate to the number of hours in pay status, in the month to that required for full-time employment. Overtime exempt employees who are in pay status for less than 80 hours per month do not earn a monthly accrual of sick leave.

Sick leave accruals for part-time employees will be proportionate to the number of hours in pay status, in the month to that required for full-time employment. Pay status includes hours worked, time on paid leave and paid holiday.

Vacation (Annual Leave)

Full-time employees accrue vacation leave at the rates specified in WAC 357-31-165(1) or the applicable collective bargaining agreement (CBA). Full-time employees who are in pay status for less than 80 nonovertime hours in a month do not earn a monthly accrual of vacation leave.

Part-time employees accrue vacation leave hours in accordance with WAC 357-31-165(1) or the applicable collective bargaining agreement (CBA) on a pro rata basis. Vacation leave accrual will be proportionate to the number of hours in pay status, in the month to that required for full-time employment.

Pay status includes hours worked, time on paid leave and paid holiday.

As provided in WAC 357-58-175, an employer may authorize a lump-sum accrual of vacation leave or accelerate the vacation leave accrual rate to support the recruitment and/or retention of a candidate or employee for a Washington Management Service position. Vacation leave accrual rates may only be accelerated using the rates established WAC 357-31-165.

Note: Most agencies follow the civil service rules covering leave and holidays for exempt employees even though there is no requirement for them to do so. However, agencies are required to adhere to the applicable RCWs pertaining holidays and leave.

Military Leave

Washington State supports members of the armed forces with 21 days paid military leave per year.

Bereavement Leave

Most employees whose family member or household member dies, or for loss of pregnancy, are entitled to five (5) days of paid bereavement leave. In addition, the employer may approve other available leave types for the purpose of bereavement leave.
