Position Summary

The City of Greeley is seeking qualified candidates to join the Stormwater Division as a Stormwater Systems Technician I, II, III, or IV. These positions maintain, repair, inspect, and construct the City''s stormwater infrastructure to protect public health, property, and the environment while ensuring the safe and efficient conveyance of stormwater.

Stormwater Systems Technicians maintain storm sewer systems, culverts, inlets, manholes, detention ponds, drainage channels, and related infrastructure. Positions operate light, heavy, and specialized equipment, including vacuum trucks and CCTV inspection systems; support regulatory compliance; and participate in flood response, snow and ice removal, and other emergency operations.

Responsibilities increase by level and certification and include greater independence, technical expertise, equipment operation, troubleshooting, project and crew coordination, training, and leadership.

Candidates may be hired at the Technician I, II, III, or IV level based on qualifications, experience, certifications, and demonstrated competencies. The classification provides a structured career path with advancement based on demonstrated performance, experience, technical proficiency, and required certifications.

Stormwater Systems Technician I

Position Summary

The Stormwater Systems Technician I is an entry-level responsible for assisting in the inspection, maintenance, repair, and construction of the City''s stormwater infrastructure. Under the direction of a Crew Supervisor and senior staff, the Technician I performs routine maintenance, operates light- and medium-duty equipment, assists with emergency response activities, and develops the technical knowledge, certifications, and equipment operation skills necessary to advance within the Stormwater Operations.

Minimum Requirements:

• High school diploma or GED.
• One (1) year of experience in construction, public works, utilities, stormwater, streets, landscaping, excavation, or related field maintenance.
• Colorado Collections System Operator Class I Certification within twelve (12) months of hire.
• Ability to obtain a Class A CDL with air brake and tanker endorsements within twelve (12) months of hire.
• Ability to obtain Flagger Certification and Work Zone Traffic Control Certification within six (6) months of hire.

Preferred Qualifications:

• NASSCO Pipeline Assessment Certification Program (PACP, MACP, LACP) certification or related CCTV pipeline inspection training.
• Experience with CCTV operations and inspections
• Experience operating light and heavy construction or maintenance equipment.
• Experience performing municipal infrastructure or utility maintenance.
• General knowledge of VAC truck operations in support of underground utility cleaning.

Stormwater Systems Technician II

Position Summary

The Stormwater Systems Technician II is responsible for independently performing maintenance, repair, inspection, and construction of the City''s stormwater infrastructure. This position operates heavy equipment, performs advanced maintenance activities, troubleshoots field issues, provides technical guidance to less experienced employees, and may serve as a lead on assigned projects or maintenance activities.

Minimum Requirements

• Three (3) years of experience stormwater, drainage, utility, construction, operating heavy equipment including loaders, excavators, backhoes, skid steers, dump trucks, tractors, or similar equipment or related infrastructure maintenance.
• Colorado Collections System Operator Class I Certification
• Colorado Collections System Operator Class II Certification within twelve (12) months of hire.

Preferred Qualifications.

• Experience using GIS, CityWorks, or computerized maintenance management systems.
• NASSCO Pipeline Assessment Certification Program (PACP, MACP, LACP) certification or related CCTV pipeline inspection training.
• Proficient operation of CCTV tractor and conducting relevant inspections.
• Proficient operation of VAC truck operations in support of underground utility cleaning .
• Proficient operation with light and heavy construction and maintenance equipment

Essential Functions

• Inspect, maintain, repair, and construct stormwater infrastructure, including storm sewer systems, culverts, manholes, inlets, detention ponds, drainage channels, and related facilities.

• Operate light- and heavy-duty equipment including loaders, excavators, skid steers, backhoes, dump trucks, vacuum trucks, tractors, and other specialized equipment.

• Perform drainage system cleaning, sediment and debris removal, vegetation management, erosion control, and restoration activities.

• Conduct inspections to identify maintenance needs and document work performed using work order and asset management systems.

• Operates vacuum trucks and related equipment to clean storm sewer lines, inlets, manholes, and structures and remove sediment, debris, and obstructions.

• Performs CCTV inspections of storm sewer pipelines and structures to identify and document defects, blockages, deterioration, and maintenance needs

• Read and interpret utility locates, maps, construction plans, work orders, and engineering drawings.

• Perform traffic control in accordance with City standards and maintain safe work zones.

• Maintain tools, equipment, and vehicles in a safe and serviceable condition.

• Communicate effectively with coworkers, contractors, other City departments, and the public.

• Participate in winter maintenance operations, including snow plowing, snow removal, deicing, sanding, anti-icing, equipment preparation, and roadway monitoring.

• Respond to snowstorms, flooding, severe weather events, and other emergencies by operating equipment and supporting emergency operations as assigned.

• Participate in on-call rotations and work extended hours, evenings, weekends, holidays, and emergency callouts as operational needs require.

• Perform other duties as assigned.

Stormwater Systems Technician III

Position Summary

The Stormwater Systems Technician III is an advanced-level position responsible for performing and coordinating complex maintenance, repair, inspection, and construction activities involving the City''s stormwater infrastructure. The position operates specialized and heavy equipment, troubleshoots complex system and field issues, coordinates assigned projects and work activities, and provides technical guidance and training to less-experienced employees.

The position regularly serves as a lead worker on stormwater maintenance, construction, emergency response, and special projects and exercises considerable independent judgment in determining work methods, equipment needs, safety requirements, and field solutions.

Minimum Requirements

• Five (5) years of progressively responsible experience in stormwater, drainage, utility construction, infrastructure maintenance, or heavy equipment operation.
• Ability to obtain Colorado Collections System Operator Class III Certification within twelve (12) months of hire.
• Demonstrated experience operating heavy and specialized equipment, including loaders, excavators, backhoes, skid steers, dump trucks, vacuum trucks, tractors, or similar equipment.
• Experience providing work direction, training, or technical guidance to employees.
• NASSCO Pipeline Assessment Certification Program (PACP, MACP, LACP) certification or related CCTV pipeline inspection training.

• Serves as lead worker on assigned projects and provides work direction, equipment training, and technical guidance to less-experienced employees.
• Troubleshoots drainage, infrastructure, equipment, and field issues and determines appropriate corrective actions within established standards and procedures.
• Coordinates personnel, equipment, materials, traffic control, and other resources necessary to safely and efficiently complete assigned work.
• Conducts infrastructure inspections, identifies maintenance and repair needs, and assists with prioritizing corrective actions.
• Operates vacuum trucks and related equipment to clean storm sewer lines, inlets, manholes, and structures and remove sediment, debris, and obstructions.
• Performs CCTV inspections of storm sewer pipelines and structures to identify and document defects, blockages, deterioration, and maintenance needs
• Reads and interprets utility locates, maps, construction and drainage plans, engineering drawings, work orders, and technical specifications.
• Performs and documents stormwater maintenance activities using CityWorks, GIS, and applicable asset management systems.
• Ensures compliance with traffic control, excavation, confined space, PPE, equipment operation, and other applicable safety requirements.
• Communicates and coordinates with supervisors, contractors, other City departments, utility representatives, and the public.
• Participates in winter maintenance, flooding and severe weather response, emergency operations, on-call rotations, and after-hours assignments as required.

Stormwater Systems Technician IV

Position Summary

The Stormwater Systems Technician IV is the senior technical level within the Stormwater Systems Technician series and is responsible for leading and coordinating highly complex stormwater maintenance, construction, inspection, rehabilitation, and emergency response activities. The position serves as a technical resource for stormwater infrastructure, specialized equipment operation, field troubleshooting, and maintenance practices and provides advanced guidance and training to employees.

The position coordinates complex projects and field activities, evaluates infrastructure conditions and operational needs, recommends maintenance and repair priorities, and exercises substantial independent judgment in determining work methods, resources, and field solutions. The Technician IV may assume responsibility for coordinating crew activities in the absence of a supervisor but does not replace the formal supervisory responsibilities of the Crew Supervisor.

Minimum Requirements

• Five (5) years of progressively responsible experience in stormwater, drainage, utility construction, infrastructure maintenance, or heavy equipment operation.
• Ability to obtain Colorado Collections System Operator Class IV Certification within twelve (12) months of hire.
• Advanced experience operating heavy and specialized equipment used in stormwater construction and maintenance.
• Demonstrated experience leading crews, coordinating complex field projects, training employees, and troubleshooting infrastructure and operational issues.
• NASSCO Pipeline Assessment Certification Program (PACP, MACP, LACP) certification or related CCTV pipeline inspection training.

Essential Functions

• Leads complex inspection, maintenance, repair, construction, and rehabilitation activities involving City stormwater infrastructure.
• Serves as a senior technical resource and provides advanced training and guidance in stormwater operations, heavy equipment, troubleshooting, and safety.
• Leads assigned crews and coordinates personnel, equipment, materials, contractors, traffic control, and other resources for projects and emergency operations.
• Evaluates drainage and infrastructure conditions, troubleshoots complex field issues, and recommends maintenance, repair, rehabilitation, and replacement priorities.
• Operates vacuum trucks and related equipment to clean storm sewer lines, inlets, manholes, and structures and remove sediment, debris, and obstructions.
• Performs CCTV inspections of storm sewer pipelines and structures to identify and document defects, blockages, deterioration, and maintenance needs
• Assists supervisors with planning and prioritizing maintenance programs, projects, inspections, equipment, and operational resources.
• Reviews and interprets construction and drainage plans, engineering drawings, specifications, utility information, and asset records.
• Coordinates field activities with City departments, contractors, utilities, and external partners.
• Maintains accurate CityWorks, GIS, and asset management records and recommends improvements to work practices and operational efficiency.
• Ensures compliance with applicable traffic control, excavation, confined-space, PPE, equipment operation, and other safety requirements.
• Provides field leadership during flooding, severe weather, infrastructure failures, winter maintenance, and other emergencies; participates in on-call and after-hours assignments as required.

Knowledge, Skills and Abilities:

• Knowledge of the methods, materials, tools, equipment, and safe work practices used in stormwater system maintenance, construction, and repair.

• Knowledge of stormwater infrastructure, including storm sewer systems, culverts, catch basins, inlets, manholes, detention ponds, drainage channels, and related facilities.

• Ability to safely operate and maintain hand tools, power tools, light- and medium-duty equipment, and vehicles used in stormwater maintenance activities.

• Ability to read and interpret maps, utility locates, work orders, construction plans, and basic technical drawings.

• Ability to identify maintenance needs, recognize potential drainage or infrastructure issues, and assist in implementing corrective actions.

• Ability to follow established safety policies and procedures, including traffic control, trench safety, confined space entry, and equipment operation.

• Strong communication and interpersonal skills with the ability to work effectively with coworkers, contractors, other City departments, and the public.

• Strong organizational and time management skills with the ability to prioritize work, complete assignments, and accurately document maintenance activities using systems such as CityWorks or similar software.

• Ability to work independently with sound judgment while contributing effectively as part of a team in a fast-paced environment.

• Ability to respond to emergency situations, participate in an on-call rotation, adapt to changing priorities, and maintain a positive, customer-focused approach to service delivery.

Travel - Standard Local Travel: This position requires occasional local travel within the County. Employees may be expected to walk or drive short distances to attend meetings, trainings, or perform work at other city buildings or partner sites.

Work Environment:

• Work is performed primarily outdoors across a variety of municipal environments, including roadways, detention ponds, and construction sites, with occasional indoor tasks at maintenance shops.

• Routinely exposed to all weather conditions, including extreme heat, cold, rain, snow, and ice.

• The role involves proximity to and operation of heavy equipment such as dump trucks, loaders, backhoes and snowplows with exposure to loud noise, vibrations, moving machinery, dust, fumes, road and organic debris. and potentially hazardous materials.

• Duties include working in and around live traffic, construction zones, and active stormwater infrastructure requiring the use of appropriate PPE and traffic control practices.

• Stormwater operations may require working near standing water, biological hazards, or contaminated materials, with safety protocols in place.

• Work may involve navigating uneven terrain, confined spaces, and elevated surfaces, including manholes, culverts, embankments, at heights (such as on rooftops, ladders, or scaffolding).

• May involve extended shifts and irregular hours, including evenings, weekends, holidays, and emergency callouts as part of an on-call rotation.

Physical Requirements:

• Mobility: Ability to walk, stand, or work on uneven terrain for extended periods. Frequently climb ladders, steps, and equipment; enter and exit vehicles and equipment regularly.

• Strength: Ability to lift, carry, push, or pull tools, materials, and equipment weighing up to 50 pounds regularly, and up to 100 pounds occasionally, with or without assistance as needed.

• Endurance: Ability to perform sustained physical labor in outdoor environments for extended periods (8-12 hours), including during inclement weather and emergency response.

• Dexterity: Sufficient manual dexterity to operate tools, equipment, and vehicle controls with precision and safety. Ability to complete fine motor tasks.

• Flexibility: Ability to bend, stoop, kneel, crouch, reach overhead and below waist level, and maintain awkward positions when performing work tasks.

• Vision and Hearing: Adequate visual acuity to read instruments, inspect work areas and monitor traffic and jobsite conditions. Ability to monitor surroundings and equipment operation. Ability to hear warning signals, verbal instructions, and equipment sounds in noisy environments.
