The Department of Aging and Adult Services/Office of the Public Guardian is seeking a dynamic and analytical Strategic Performance and Analytics Manager to lead the departments performance management, analytics, and organizational improvement efforts. In this key role, the Strategic Performance and Analytics Manager will be responsible for gathering, analyzing, and reporting on data that informs critical operational decisions and drives departmental performance. This position works directly with executive leadership to drive data-informed decision-making, strategic planning, and organizational improvement across the department. This includes developing and maintaining comprehensive operational reports, identifying data collection needs, and conducting high-level analysis on caseloads and other key areas. The incumbent will also support strategic planning efforts by developing departmental strategic and corrective action plans, establishing performance goals and measurable outcomes, and monitoring performance metrics across the department.

This role includes District Manager-level responsibilities, offering a rewarding opportunity to make a broader impact.

Duties include but are not limited to:

  • Building and leading the departments performance management and analytics function.
  • Partnering with executive leadership to solve complex organizational problems.
  • Leading strategic planning and organizational improvement initiatives.
  • Developing executive dashboards, KPIs, and performance reporting.
  • Building consensus across multiple departments and stakeholders.
  • Translating complex analytical findings into practical recommendations for decision-makers.
  • Ensure compliance with federal and state regulations
  • Develop, implement, and maintain regional program goals aligned with the departments business plan.

CONDITIONS OF EMPLOYMENT

Background Investigation: Prior to appointment, applicants must pass a background investigation, which includes fingerprinting, credit check, and/or medical exam, and also may include drug and/or TB testing.

Travel: This position requires regular travel between multiple office locations. Frequent travel throughout the County will be required and may also include State-wide travel. Employees may be required to make provisions for transportation and to use personal vehicles (mileage reimbursement is available). A valid California Class C Driver License is required to carry out the essential job-related functions of this position. Mileage reimbursement and proof of automobile liability insurance must be maintained.

Minimum Requirements

Education: A Bachelors degree in behavioral/social science, business/public administration, industrial organization psychology, or a closely related field.

  • AND-

Experience: Three (3) years of progressively responsible experience in a human services-related field that includes:

  • Using data analysis, performance metrics, and business intelligence to support executive decision-making, strategic planning, organizational performance evaluation, and operational improvement.
  • Developing and implementing strategic goals and organizational initiatives.
  • Leading organizational improvement and change management efforts.
  • Ensuring compliance with applicable laws, regulations, policies, and procedures.
  • Evaluating program effectiveness and using results to drive continuous improvement.
  • Building collaborative partnerships and working effectively within large, complex, and/or politically sensitive organizations.

Qualifying experience must also include:

  • At least two (2) years of full-scope supervisory or management experience overseeing staff.
  • Leading complex projects and coordinating initiatives involving multiple stakeholders, programs, or organizational units.

Note: Qualifying degrees or coursework must be completed at a college or university accredited by any accrediting association recognized by the United States Department of Education. Degree or coursework completed outside the U.S. must be accompanied with an evaluation report from a reputable credential evaluation service showing equivalency to degrees or coursework completed at a college or university accredited by any accrediting association recognized by the United States Department of Education.

Desired Qualifications

A Masters degree in a behavioral science and qualifying experience in a program primarily serving older adults and adults with disabilities is highly desirable. The ideal candidate will have second-level supervisory or management experience in a large, complex public-sector organization, with demonstrated success leading strategic initiatives, implementing organizational improvements, using data to drive decision-making, and communicating recommendations to executive leadership. Experience managing change, collaborating across departments, and navigating politically sensitive environments is highly desirable.

Knowledge and Skills:

  • Strong analytical and problem-solving skills, including experience with data collection, assessment, and reporting tools

  • Knowledge of federal, state, local laws governing social service programs

  • Ability to develop strategic plans and monitor performance outcomes

  • Proficiency in using data visualization or reporting software (e.g., Excel, Power BI, Tableau, etc.)

  • Excellent written and verbal communication skills

  • Strong leadership, collaboration, and conflict resolution skills
