Duties and Responsibilities:
OCP is seeking to a Supervisory Contract Specialist MSS Grade 15 supporting the Office of the State Superintendent of Education (OSSE) through a Memorandum of Understanding, MOU agreement. The MOU agreement may be extended annually for the period of four (4) one-year option periods depending on the availability of funds. The duration of the positions is not to exceed four (4) years and subject to the funding availability of the buyer agency. The Supervisory Contract Specialist will manage and supervise a team of Contract Specialists and direct the development, coordination, facilitation, management, and planning of the annual acquisition of goods and services through contracts and procurement. In addition, the incumbent advises the Director of OCP and the Chief Contracting Officer (CCO), with respect to all contract and procurement issues and the nature of corrective actions, including assisting the CCO with the development, preparation, and administration of the annual budget for the office. Specifically, the incumbent of this position will perform the following:
Plans acquisitions and determines acquisition strategies; Conducts analyses of requirements; Coordinates and advises senior level program office personnel on the submission of procurement documents such as specifications and statements of work, in-house cost estimates; Government versus contractor performance analyses, Justifications for Other than Full and Open Competition (JOFOC); and Coordinates and participates in the rewriting of statements of work and specifications.
Develops individual procurement strategies and prepares solicitations; Determines methods of acquisition, contract types and creates the Request for Proposal/Quotations or invitation for bids; Prepares, obtains reviews and approvals for, and issues procurement plans, wage determination requests, all other pre-solicitation and solicitation documents; Issues and publicizes solicitations; Conducts industry briefings, site visits and pre-proposal conferences; and Responds to inquiries relating to acquisitions; and controls the distribution of solicitations to eligible offerors.
Qualifications and Education:
A 4-year course of study leading to a bachelor's degree with a major in any field; OR at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, organization, and management.
AND
One (1) year of specialized experience equivalent to the CS- 13 or higher grade level, including at least 4-years' experience in contracting related positions. At least one year of that experience must have been specialized experience at or equivalent to working at the next lower level of the position, and must have provided the knowledge, skills, and abilities to perform successfully the work of the position.
Candidates must have minimally one (1) year of documented supervisory/management experience.

Licenses and Certifications:
Contract Specialists in this grade will be required to achieve the Office of Contracting and Procurement''s Level I District of Columbia Procurement Certification (DCPC-I) within 120 days of hire; and Level II District of Columbia Procurement Certification (DCPC-II) within 1 year of hire, inclusive of the DC Contract Management Organizational Capability (CMOC) program.
Conditions of Employment
While on duty, District employees are prohibited from possessing, dispensing or being impaired by controlled substances, including alcohol. All District employees are subject to drug and alcohol testing when there is a reasonable suspicion of impairment or following any on-duty accident or incident involving injury to person or property.
Working Conditions/Environment:
The work is sedentary, but there is some walking required. The work environment includes an office setting, and the work area is adequately lighted, heated, and ventilated.

Tour of Duty: Monday - Friday; 8:30am to 5:00pm (negotiable)
Pay Plan, Series and Grade: MS-1102-15
Starting Salary Range: $127,030.00 - $152,435.00. Target starting salary is set at the midpoint of the MSS pay scale, with final compensation determined in accordance with DPM compensation rules and based on the candidate''s education and experience, including internal applicants.

Incumbents of this position are subject to enhanced suitability screening pursuant to Chapter 4 of DC personnel regulations. Accordingly, incumbents must successfully pass a criminal background and consumer credit check as a condition of employment and will be subject to periodic criminal background checks for the duration of their tenure.
