Job Summary

This position is located in the Department of Health (DOH). DOH promotes health, wellness, and equity across the district, and protects the safety of residents, visitors, and those doing business in the nation's capital. The School Health Services Program (SHSP) is responsible for delivering comprehensive school-based healthcare to students across the District of Columbia. Services are provided in health suites located within schools and are designed to ensure timely access to primary care, preventative screenings, chronic disease management, and health education. The incumbent works under the general direction of the Supervisory Nurse Coordinator, exercising a high level of independence in selecting approaches and methods for conducting work. Within the framework of delegated authority, the incumbent is responsible for administering and managing assigned functions and programs. Work is reviewed for the achievement of objectives and compliance with agency policies and regulations. Guidelines consist of but not limited to applicable laws and regulations, policies and procedures of the District of Columbia and the Department of Health. The incumbent uses seasoned judgment in interpreting and adapting guidelines.

Major Duties and Responsibilities

Oversees and supports a team of Nurses within assigned entities, ensuring effective clinical operations. Ensures compliance with health protocols, district regulations, and best practices across all assigned locations. Provides mentorship and clinical guidance to health suite staff, assisting with complex cases and fostering a collaborative, high-performing environment. Supervises clinical service delivery, including first aid, emergency response, medication administration, screenings, and chronic disease management. Coordinates appropriate staffing and work distribution, adjusting assignments based on patient needs, caseloads, and health suite capacity. Monitors documentation and data entry to maintain accurate, up-to-date patient health records, immunizations, and screening results. Analyzes health suite data trends and recommend improvements to enhance patient health outcomes within the cluster.

Serves as the primary health liaison for administrators, parents, guardians, and healthcare providers regarding patient health issues. Leads communication and health education efforts, providing information to patients and families on topics like chronic disease management, hygiene, and nutrition. Ensures proper use and maintenance of electronic health record (EHR) systems and management of health suite supplies and inventory. Supports the development and evaluation of health programs, such as immunization drives, screenings, and mental health initiatives, to meet patient health needs.

Qualifications and Education

A graduate or higher level degree, bachelor's degree, associate degree, or diploma from an accredited professional nursing educational program is required. This education must have been accredited by the Commission on Collegiate Nursing Education, Council on Accreditation of Nurse Anesthesia Educational Programs, Accreditation Commission of Midwifery Education, or an accrediting body recognized by the U.S. Department of Education at the time the degree was obtained.

Degree from Foreign Nursing School: Official certification from the Commission on Graduates of Foreign Nursing Schools is required for individuals who graduated from foreign nursing schools.

For all grade levels and positions, applicants must have passed the National Council Licensure Examination. In addition, they must possess a current, active, full and unrestricted license or registration as a professional nurse from a State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States.

Experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least one year (1) of the next lower grade level in the normal line of progression.

At least 3 year of hands-on patient experience in a healthcare or school setting within a managerial role is strongly preferred.

Licenses, Certifications, and Other Requirements

Must possess a current, active, full, and unrestricted license or registration as a professional nurse from a State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States.

Must possess CPR/AED certification and complete continuing education requirements as mandated by DOH or federal grants.

Incumbent is required to possess a valid driver license in order to operate a government/personal vehicle to conduct site visits and nurse trainings.

Working Conditions and Environment

The work is performed in a school health suite within a public or charter school setting. There is potential exposure to communicable diseases, bodily fluids, and other medical hazards. The environment can be fast-paced, busy, and unpredictable, requiring strict adherence to infection control and safety protocols, as well as the ability to respond effectively to unexpected medical events.

Duration of Appointment: Management Supervisory Service (MSS): At-will employment applies to the MSS. All positions and appointments in the MSS serve at the pleasure of the appointing authority and may be terminated at any time with or without cause.

Essential Designation: This position has been designated as an Emergency position under the provisions of District Personnel Manual Chapter 12. As such, individual(s) in this position may be required in emergency situations to perform crucial duties that are vital to the continuity of medical facilities, public safety, emergency services, and/or other crucial operations. Employees designated as an emergency employee based on the nature and circumstances of a particular declared emergency. An emergency employee who has been designated and activated will be called in to work, required to stay at work, or required to telework, if approved to do so, during the particular emergency situation.

Position Designation: This position has been designated as Safety Sensitive. The influence of drugs or alcohol in the performance of your duties may lead to a lapse of attention that could cause actual, immediate, and permanent physical injury or loss of life. Accordingly, your position is considered Safety-Sensitive. As a condition of employment, you must successfully pass a criminal background check, traffic record check (as applicable), and a pre-employment drug and alcohol test. Acceptance of this safety-sensitive position confirms your understanding that you may be disqualified from employment based on the presence of marijuana, even if you possess a medical card authorizing the use of medical marijuana. For the duration of your tenure, you must comply with requests (if needed) for periodic criminal background checks, as well as reasonable suspicion, random, post-accident or post-incident, and return-to-duty and follow-up drug and alcohol screenings.
