Job Number Title: Therapeutic Behavior Services Medical Assistance Billing, Clerical Grade III 12-month (Grant funded 2026-2027, 2027-2028) Pay Schedule: CASE-Clerical Scale FLSA Status: Non-Exempt Reports to: Coordinator of Therapeutic Services JOB SUMMARY Provides a variety of complex services related to Medical Assistance Recovery. Routine decisions and interpretation of general policies or procedures related directly to the operation of the cost center may be delegated to the position. Accuracy, timeliness, and dependability of work, as well as strong organizational skills, are essential to successfully function in this position. ESSENTIAL JOB FUNCTIONS Responsible for supporting data input and analysis of Medical Assistance Therapeutic Behavior Services billing. Works with the Coordinator of Therapeutic Services regarding the input of Therapeutic Behavior Services and service logs of Medical Assistance billing. Works with Medical Assistance Reimbursement Accounting Technician to assist with broader Medical Assistance billing needs for CCPS. Monitors monthly reimbursement funds from the Medical Assistance billing within Therapeutic Behavior Services. Assists in the preparation of documents for and participates in all audits conducted by the Maryland State Department of Education (MSDE) and MDH. Assists in providing training and technical assistance to CCPS SUCCESS program employees relating to documentation and billing procedures. Enters and analyzes diversified data from a variety of sources utilizing Microsoft Office and other specialized software. Enters and reviews material for processing Medical Assistance billing. Tracks Medical Assistance at the staff, school and county levels. Provides support to these groups as directed. Develops and distributes reports related to Medical Assistance billing and recovery. Exercises and maintains confidentiality. Exhibits the ability to work independently. Answers telephones, schedules appointments, and makes arrangements for conferences, meetings, and interviews, exercising judgment concerning priorities. May assist the office manager or others with clerical duties as necessary to ensure smooth operation of the cost center, as needed. Operates office equipment to include scanner, copier, multi-line telephone system, computer, fax machine, and postage meter. Performs other duties as assigned related to the efficient operation of the Special Education Department.

    MINIMUM REQUIREMENTS High school diploma or equivalency is required. At least one year of full-time related experience. Additional clerical/secretarial training is desirable. KNOWLEDGE, SKILLS AND ABILITIES Demonstrates outstanding human relations and interpersonal communication skills in communicating with CCPS employees, other organizations, and the public. Demonstrates competency in business English, spelling, grammar, punctuation, and the ability to compute basic mathematics. Demonstrates knowledge of general office practices, procedures, and protocol. Operates office equipment to include scanner, copier, multi-line telephone system, computer, fax machine, and postage meter. Must be highly organized and demonstrate the ability to prepare and accurately maintain complex reports, files, and records. Must be skilled in the use of Excel and other Microsoft Office products. Experience with specialized accounting software is preferred.

    PHYSICAL DEMANDS Light Work: Exerting moderate but not constant physical effort to perform light work, typically involving some combination of balancing, climbing, crawling, crouching, feeling, grasping, handling, hearing, kneeling, lifting, mental acuity, pulling, pushing, reaching, repetitive motion, speaking, standing, stooping, talking, visual acuity, walking and may involve some lifting, carrying, pushing and/or pulling of objects and materials of moderate weight (up to 20 pounds), visual perception and discrimination, the ability to perceive and discriminate sounds, perceive and discriminate color, perceive odors, and require oral communications.

    Placement on the salary scale is determined in accordance with the salary placement procedures of Carroll County Public Schools and is based on verified education and relevant experience. Final placement is subject to review and approval by the Human Resources Department.
