Transportation Analyst / Senior Transportation Analyst – Traffic Operations & Intelligent Transportation Systems

(Two levels based on experience and expertise)

Join OCTA’s Planning Division and help advance the next generation of traffic operations and transportation technology in Orange County. The Transportation Analyst/Senior Transportation Analyst supports the planning, implementation, and evaluation of Intelligent Transportation Systems (ITS), traffic signal operations, Transit Signal Priority (TSP), and advanced signal technologies designed to improve transit performance and the multimodal transportation system.

This position will initially play an important role in supporting OC Streetcar coordination and Transit Signal Priority, including coordination with the City of Santa Ana, while also helping build OCTA’s long-term capability to plan and advance innovative traffic operations and transportation technology throughout Orange County.

This position may be filled at the Transportation Analyst or Senior Transportation Analyst level. Level of hire will be within the applicable pay range and is dependent upon the candidate’s qualifications.

This is an exempt position.

Transportation Analyst is in salary grade 195: Min $91,852.80 – Mid $109,137.60 – Max $126,401.60 annually.

Senior Transportation Analyst is in salary grade 205: Min $101,275.20 – Mid $120,307.20 – Max $139,339.20 annually. The starting salary will be within this range based on qualifications.

What You’ll Do

• Support and manage traffic signal operations and Intelligent Transportation Systems projects, including Transit Signal Priority and advanced signal technologies
• Assist with the planning, design, implementation, and evaluation of traffic signal and ITS improvements and their integration with transit operations
• Support OC Streetcar traffic signal and TSP coordination, working collaboratively with local jurisdictions and other project partners
• Analyze traffic signal, transit, and transportation data to identify operational needs, evaluate system performance, and recommend improvements
• Develop technical analyses, performance measures, reports, and recommendations to evaluate transportation operations and technology investments
• Identify and advance opportunities to expand Transit Signal Priority and other advanced signal applications throughout Orange County
• Investigate and help resolve signal operations, system performance, and technology integration issues
• Evaluate emerging transportation technologies, industry standards, and best practices for potential application within Orange County
• Participate in consultant procurements, including development of scopes of work, cost estimates, technical requirements, and evaluation criteria
• Manage or support consultant contracts and monitor scope, schedule, budget, deliverables, and technical performance
• Coordinate with cities, Caltrans, regional agencies, transit operators, consultants, and technology providers on traffic operations and technology initiatives
• Support development of long-range strategies and plans for traffic signal operations, ITS, and emerging transportation technologies
• Represent OCTA on technical committees, working groups, public meetings, and professional organizations
• Build consensus among internal and external stakeholders regarding operational needs, technical requirements, system integration, and performance expectations

What We’re Looking For

• Bachelor’s degree in Transportation Planning, Transportation Engineering, Civil Engineering, or a related field, or an equivalent combination of education and experience
• Professional transportation experience appropriate to the level of the position
• Strong analytical and problem-solving skills with the ability to evaluate transportation and operational data
• Ability to develop technical reports, performance measures, analyses, and recommendations
• Strong project coordination and organizational skills with the ability to manage multiple priorities
• Ability to collaborate effectively with local jurisdictions, public agencies, consultants, transit professionals, and technology providers
• Excellent written and verbal communication skills, including the ability to communicate technical concepts to a variety of audiences
• Interest in applying technology and data-driven solutions to improve transit and multimodal transportation performance
• Experience with Intelligent Transportation Systems, traffic signal operations, Transit Signal Priority, transportation technology, or transportation data analysis is desirable
• Project management experience is desirable

Two Career Levels

Transportation Analyst
Any combination of education and experience equivalent to a bachelor’s degree in planning, geography, engineering, public administration, or related field and a minimum of two years of related experience.  Transportation emphasis is preferred. This level is designed for transportation professionals developing their experience in traffic operations, ITS, Transit Signal Priority, transportation technology, and related planning activities. The Transportation Analyst supports technical analyses, project development and implementation, stakeholder coordination, consultant activities, and evaluation of transportation system performance while building increasingly advanced technical and project management expertise.

Senior Transportation Analyst
Any combination of education and experience equivalent to a bachelor’s degree in transportation planning, transportation engineering, civil engineering, or a related field and a minimum of four years of related transportation experience. The Senior Transportation Analyst works with greater independence and responsibility to manage and support ITS and traffic signal projects, develop technical recommendations, oversee consultant activities, resolve complex operational and technology integration issues, and advance strategies for Transit Signal Priority and emerging transportation technologies. This level also represents OCTA with partner agencies and technical groups and helps build consensus around system integration, operational requirements, and performance objectives.
