Under the leadership of the Tribal Council and supervision of the Administration, the Tribal Planner is responsible for developing comprehensive plans and programs for the use of land and physical facilities of jurisdictions. The Tribal Planner is responsible for assisting, discussing, and implementing economic development procedures for the Cocopah Tribe and preliminary screening of some applications for Tribal Projects and lease permits.
Essential Duties and Responsibilities include the following.
Prepares current land use plans to identify possible locations for economic and cultural development.
Prepares a five-year plan of development for the elected Tribal Council.
Plans and directs the department operations, including community planning, long-range planning, case review, plan review, building permits, inspections, and code enforcement.
Reviews current economic development projects, business, and recommends possible improvements or expansions. Discuss with the Tribal Council the purpose of land use projects, such as transportation, conservation, commercial, industrial, or community use.
Design and propose Tribal government plans or policies affecting land use, zoning, public utilities, community facilities, or transportation. Coordinates approved development projects.
Recommends projects that will balance economic growth, development, and activities to include all three Cocopah Reservations.
Serve on various Tribal, Intergovernmental, and Community Committees as directed by the Tribal Chairperson, Council, or Administrator.
Responsible for managing and overseeing Planning grants. Monitors operations, manages costs, and resolves technical and personnel issues; assures compliance with regulations, standards, and policies, including reporting requirements for Federal agencies.
Prepares departments' annual operational budget. Analyze monthly department budgeting and accounting reports to maintain expenditure controls.
Gathers relevant statistical data and drafts reports on issues such as demographic information, occupancy rates, and land use.
Interprets and evaluates legal documents and relevant legislation to assess impact on projects.
Conduct field investigations, surveys, impact studies, or other research to compile and analyze data on economic, social, regulatory, or physical factors affecting land use.

Knowledge, Skills, and Abilities
Background in Planning and Economic Development.
Knowledge of Tribal laws, technical standards and procedures, and Federal regulations.
Understanding of the Tribal Planning Process.
Ability to work well with all departments.
Must understand the basics of Business, Accounting, and Human Relations.
Strong written and oral communication skills, including the editing, oversight, or preparation of technical reports, legal documents, and the presentation of information to government entities and various committees.
Education and/or Experience
Bachelor's degree with emphasis on Planning, Engineering, Business, or Public Administration.
2-year specialized work experience, 4 years in a related field, management or director position
Must be able to undergo and pass a DPS/FBI fingerprint background investigation, and cannot have two (2) or more misdemeanors or felony convictions.
