JOB DESCRIPTION

Overview

Responsible for leading the Order's treasury activities, including liquidity management, treasury operations, cash forecasting, coordination with the Accounting and Finance teams, support of investment operations, and risk management related to cash and short-term investing. Serves as the primary corporate contact for banking relationships and ensures the effective management of cash resources to support organizational objectives.

Provides executive oversight of employee payroll operations, Field Agent commission disbursement operations, and enterprise travel and expense administration. Leads treasury transformation initiatives by improving processes, strengthening internal controls, implementing technology solutions, and ensuring compliance with U.S. and Canadian statutory and regulatory requirements. Develops organizational capabilities, plans staffing, and drives operational excellence while maintaining strong partnerships across Finance, Accounting, Investments, Legal, Human Resources, and Information Technology.

Core Responsibilities

  • Provides overall strategic and operational leadership for the Treasury Operations department, including workforce planning, talent development, coaching, performance management, succession planning, and resource allocation.

  • Directs enterprise liquidity management, including cash positioning, cash forecasting, working capital optimization, and funding strategies to ensure sufficient liquidity while maximizing investment returns.

  • Oversees daily treasury operations, including domestic and international banking relationships, wire transfers, ACH activity, account administration, cash concentration, and payment processing while ensuring strong internal controls and segregation of duties.

  • Coordinates closely with Accounting, Finance, Investments, and Actuarial teams to support financial reporting, cash planning, investment settlements, and enterprise financial initiatives.

  • Supports investment operations by coordinating cash movements, settlement activities, and funding requirements while maintaining a working knowledge of fixed income investment portfolios and investment accounting principles.

  • Oversees all employee payroll operations and Field Agent commission disbursement processes, ensuring timely, accurate, and compliant payments while maintaining appropriate governance over payroll systems and third-party vendors.

  • Leads the enterprise Travel and Expense program, including policy governance, operational administration, expense reimbursement processes, technology platforms, compliance monitoring, and continuous process improvement.

  • Directs the reconciliation of all treasury-related bank account activities, ensuring timely completion, accuracy, resolution of complex reconciling items, and implementation of appropriate internal controls.

  • Coordinates and oversees applicable U.S. Federal, state, local, Canadian federal, and provincial tax filings related to payroll withholding, information reporting, and treasury operations while partnering with Legal, Tax, Accounting, and external auditors.

  • Maintains comprehensive knowledge of U.S. and Canadian statutory, regulatory, banking, and financial reporting requirements impacting treasury, payroll, cash management, and payment operations.

  • Develops treasury policies, procedures, governance standards, and risk management practices related to cash management, banking, payments, fraud prevention, and short-term investing.

  • Provides strategic financial leadership by evaluating treasury trends, identifying operational risks and opportunities, and recommending solutions that improve organizational performance and financial stewardship.

  • Champions organizational change by leading treasury modernization initiatives, automation efforts, technology implementations, and process improvements that enhance operational efficiency and service delivery.

  • Monitors outstanding checks and escheatment processes to ensure statutory due diligence requirements are met while minimizing unclaimed property exposure.

  • Prepares executive-level reporting, dashboards, and analyses for senior leadership, Finance Committees, and executive governance groups regarding liquidity, treasury performance, banking relationships, and operational effectiveness.

Skill Qualifications

Required:

  • Extensive knowledge of corporate treasury management, banking operations, liquidity management, cash forecasting, and treasury controls.

  • Strong understanding of investment operations, fixed income investments, investment accounting, and insurance accounting principles.

  • Knowledge of payroll operations, commission administration, travel and expense management, and payment processing.

  • Working knowledge of U.S. Federal, state, Canadian federal, and provincial tax regulations applicable to payroll and treasury operations.

  • Strong understanding of U.S. and Canadian banking regulations, statutory compliance requirements, and financial governance.

  • Demonstrated strategic financial leadership with the ability to influence executive decision-making.

  • Experience leading organizational change, business process improvement, automation initiatives, and technology implementations.

  • Strong analytical, financial modeling, and executive communication skills.

  • Proficiency with ERP, treasury management, payroll, banking, and Microsoft Office applications.

Education and Experience Qualifications

Required:

  • Bachelor's degree in Accounting, Finance, Business Administration, or related field.

  • Minimum of 10 years of progressive treasury, banking, finance, or corporate accounting leadership experience, including management of treasury operations and financial teams.

  • Demonstrated experience leading cross-functional initiatives and developing strategic treasury programs.

Preferred:

  • MBA, MS in Finance, CPA, CFA, or Certified Treasury Professional (CTP).

  • Experience within insurance or financial services organizations.
