Responsibilities:
- Manage medium to large sized water and wastewater projects of moderate to significant complexity.
- Manage project scope, budget, schedule, staffing, contractual obligations, risk, quality, and client expectations.
- Serve as the primary client contact and maintain clear, proactive communication throughout project delivery.
- Lead multidisciplinary project teams and coordinate technical staff, subconsultants, contractors, and other project participants.
- Provide technical direction and exercise independent engineering judgment on complex project issues.
- Develop project objectives, scopes, work plans, staffing plans, budgets, and schedules.
- Monitor project financial performance, including labor expenditures, invoicing, budget forecasting, and change management.
- Identify project risks and implement appropriate mitigation measures.
- Implement Carollo’s quality-management procedures and coordinate reviews of project deliverables.
- Support projects through planning, design, permitting, bidding, construction, startup, and closeout, as applicable.
- Select, coordinate, and manage subconsultants.
- Train, mentor, and support the development of project staff and emerging project managers.
- Assist with workload planning, staffing, recruitment, and selection of new employees.
- Support the preparation of proposals and interview presentations and participate in scope, fee, and contract negotiations, as appropriate.
- Build and maintain trusted relationships with municipal clients and project partners throughout North Carolina through successful project delivery, responsiveness, and effective communication.
- Participate in relevant professional and industry organizations.
- Travel occasionally for client meetings, site visits, conferences, and other project-related activities.
Qualifications:
- Bachelor’s degree in Civil, Environmental, Chemical, or a related engineering discipline.
- Registration as a Professional Engineer, with the ability to obtain registration in North Carolina if not already licensed.
- At least 10 years of relevant professional engineering experience, exclusive of any advanced degree.
- Demonstrated experience managing planning, design, and construction phase services for municipal water and wastewater infrastructure projects.
- Demonstrated experience delivering municipal water and wastewater projects in North Carolina.
- Working knowledge of North Carolina regulatory, permitting, public procurement, funding, and project-delivery requirements.
- Experience managing project scope, budget, schedule, staffing, risk, quality, and contractual obligations.
- Demonstrated technical and project management experience across a range of municipal water and wastewater infrastructure, including treatment facilities, collection and conveyance systems, transmission and distribution systems, and pump stations.
- Experience leading multidisciplinary project teams and coordinating subconsultants.
- Sound engineering judgment and the ability to resolve complex technical and project-delivery issues.
- Strong written, verbal, presentation, organizational, and interpersonal communication skills.
- Ability to deliver high-quality services within established budget and schedule requirements.
Preferred Qualifications:
- Master’s degree in Civil Engineering, Environmental Engineering, or a related discipline.
- Experience providing engineering services during bidding, construction, startup, and commissioning.
- Experience developing project scopes, fees, schedules, proposals, and interview presentations.
- Established professional relationships within the North Carolina municipal water and wastewater market.
- Experience mentoring engineers and developing emerging project managers.
- Active participation in relevant professional or industry organizations.
Compensation Range:
An employee’s pay within the salary range will be based on several factors including, but limited to, relevant education, qualifications, certifications, experience, skills, seniority, geographic location, performance, and business or organizational needs.
