Manages the division's operations in compliance with the City Personnel Rules, annual pay resolution, and related administrative regulations and policies.</p><p style="text-align:left">Assists in division recruitment, hiring, performance evaluations, commendations, and disciplinary actions under the provisions of the City's personnel ordinance.</p><p style="text-align:left">Assists in financial oversight of the Water Fund, and Wastewater Fund. Responsible for the collection and analysis of statistical data related to the operation of the water treatment and distribution system; wastewater treatment and collection system. Responsible for the periodic review of the water and wastewater systems' rate structure to maintain financial stability of those systems. Works with the Customer Service Division to ensure proper billing and addresses customer's inquiries and concerns in a manner which ensures expedient resolution and customer satisfaction.</p><p style="text-align:left">Prepares and defends the proposed annual budget for Water Fund and Wastewater Fund before the Public Utility Commission and City Council. Manages the division's budget to ensure that the division complies with City's annual financial plan and budget and that expenditures are made in accordance with all applicable state laws and City purchasing policies. Formulates and recommends projects for five-year Capital Improvement Plan from the Water Fund and Wastewater Fund.</p><p style="text-align:left">Supports a maintained relationship between the Water and Wastewater CIP and other departments and divisions throughout the Community Works Department and the City to provide full coordination of all interrelated activities.</p><p style="text-align:left">Ensures overall compliance of the City of Farmington with all local, state and federal laws, regulations, and requirements pertaining to the operation of the water and wastewater Capital improvements</p><p style="text-align:left">Conducts research, prepares reports, and makes recommendations on issues and matters related to water, wastewater.</p><p style="text-align:left">Attends Farmington Public Utility Commission meetings to represent the department on all matters pertaining to the water and wastewater CIP.</p><p style="text-align:left">Communicates and coordinates regularly with others to maximize the effectiveness and efficiency of interdivisional and interdepartmental operations and activities.</p><p style="text-align:left">Performs other directly related duties consistent with the role and function of this position. Five (5) years' experience in management is desired.</p><p style="text-align:left">Valid driver's license with acceptable driving record for the past three years.</p><p style="text-align:left">Extensive knowledge of water and wastewater utility operations and the principles and practices of water and wastewater utility management, including strategic planning, budgeting and personnel administration. Working knowledge of surface water treatment and irrigation systems highly desirable.</p><p style="text-align:left">Comprehensive knowledge of current applicable Federal, State and local laws, rules and regulations for Safe Drinking Water; water production; water distribution and wastewater collection system operation, maintenance, and construction; Clean Water Act; wastewater treatment and biosolids management.</p><p style="text-align:left">Working knowledge of Wastewater Treatment plant composting and biowaste solids operations and management.</p><p style="text-align:left">Comprehensive knowledge of budgetary principles within a municipality.</p><p style="text-align:left">Comprehensive knowledge of engineering principles and practices, including hydraulic, water treatment, pumping, and storage systems and wastewater treatment.
