Minimum 10 years of hands-on experience as a Jira and/or Confluence power user, including project and space design, workflow and issue-type design, custom fields, dashboards, filters, structured queries (JQL), and page and template architecture; Data Analysis experience required. Maintain an authority traceability layer that links each requirement, project, and solution to its governing statute, directive, or authorization (Title 10, Title 50, Title 40, Title 44, and applicable directives), and produce at-a-glance authority views for leadership and oversight bodies.
