Mobile staff members typically deploy for 6 months at a time, approximately once every 18-24 months, and can be sent to any military base in the world. Manages Volunteers who will be the primary resource to administer the delivery of American Red Cross services to meet the needs of United States military members, veterans, and their families in accordance with Red Cross policies and procedures.  When volunteers are unavailable, the manager is responsible in delivering the mission specific services.<ul><li>Develop and implement local needs assessment and Volunteer Program Plan through utilizing process established by Volunteer Resources.</li><li>Recruits and trains leadership volunteers to support placement and supervision of staff and programs in the delivery of SAF/IS U.S. programs and services, Training Services, Disaster Cycle Services, and providing support to Armed Forces Blood Services.</li><li>Effectively utilize the Volunteer Connection Platform to manage, document, train, recognize and communicate with volunteers within the local footprint.</li></ul>Service Delivery Management:  Ensures the consistent delivery of SAF and IS U.S. services to all clients in their area. <ul><li>Provides supervision of volunteer Service Delivery staff.</li><li>Coordinates services to military treatment facilities and VA hospitals through rehabilitation programs, material assistance, resiliency training and morale items and support. </li><li>Ensures community outreach, to include command meetings and education briefings, presentations, or workshops</li><li>Ensures a strong military community outreach program and implementation of special events and projects in support of SAF/IS U.S. initiatives. </li><li>Manages support services to military members and their families to include family follow-up information and referrals, and other related services. </li><li>Provides support for the emergency communications center with local information, as appropriate.</li><li>Develops outreach strategies aimed at promoting International Services U.S. programs to the community and ensuring the local community is aware of what programs and services are available.</li></ul>Financial and Reporting Management:  Develops and manages budgets and expenditures to ensure programs are operating within budget to support all programs and services. Monitors and reports on the outcomes and results of programs and services to ensure organizational accountability and makes recommendations for continuous improvement to ensure metrics are consistently met.WHAT YOU NEED TO SUCCEED:<ul><li>Bachelor’s degree in business or public administration, human resources management, community organization, social or health sciences, or related field is required; or related equivalent experience. </li><li>5 years minimum related experience in program management or related field is required. </li><li>Requires strong computer skills.  Public speaking skills and the ability to communicate effectively verbally and in writing are required. Must have strong interpersonal skills and the ability to work well in an individual or team environment. </li><li>Ability to balance multiple priorities is essential.   </li></ul>Work Conditions:Depending on work assignment, may require ordinary ambulatory skills sufficient to visit other locations; or the ability to stand, walk and manipulate (lift, carry, move) light to medium weights of up to 20 pounds. Overview:
The Human Resources Manager is responsible for managing the human resources functions for St. Charles Convention Center. The HR Manager interprets policies and procedures with management, providing guidance and oversight to the leadership team. The ideal candidate will partner with the regional leadership team to handle employee relations issues and manage change as well as partner with corporate HR to lead strategic business initiatives within the Human Resources function. The ideal candidate will be a natural team player with high energy and a sense of enthusiasm who can inspire and motivate others, thereby creating vision and commitment throughout the organization.  This role will pay a salary of $68,000 to $75,000. Responsibilities:
<ul><li>Coordinate with Corporate Talent Acquisition to post and hire all full-time candidates; participate in interviews, question generation, candidate tracking, and making recommendations to leadership. </li><li>Assist hiring managers with recruiting efforts as needed for part-time, seasonal, and/or hourly staff to maintain staffing levels. </li><li>Assist in the creation and update of job descriptions (in partnership with Corporate Human Resources for approvals) and annual reviews for ongoing accuracy and compliance. </li><li>Process, track, and respond timely to background and drug screen requests in accordance with venue and company policies. </li><li>Organize and process new hire, change, and termination paperwork for full-time and part-time employees. </li><li>Organize and partner with department managers to complete new hire orientation and provide new employees solid company knowledge, guidance on policies, and access to Company handbook(s) and resources. </li><li>Oversight of corporate-driven initiatives. </li><li>Acts as coordinator of Internship Program; partners with Corporate Talent Acquisition on company selection requirements and implements them locally. </li><li>Process payroll on a bi-weekly basis. </li><li>Ensure that all nonexempt employees are keeping accurate time records each workweek and having them reviewed and approved by their supervisors.</li><li>Ensure facility compliance with personnel policies and procedures, local, state, and federal laws and regulations. </li><li>Provide support to the local finance team in compiling responses to regulatory requests from state or federal agencies (i.e., Employee Earning Statements, Unemployment Compensation-ADP, and Employee Verifications) and attend hearings as necessary. </li><li>In partnership with the department manager, create, review, and revise written warnings, suspensions, and terminations for full- and part-time employees. </li><li>In partnership with Corporate Human Resources will review termination decisions for all employees at the facility. </li><li>Serve as primary local investigator and liaison with Corporate HR for regulatory charges (i.e., harassment / discrimination) as directed; complete internal investigations and gather data for all state or EEOC Investigations as requested by legal counsel. </li><li>Monitor and ensure compliance with OVG policies and local, state, and federal employment laws and regulations (e.g., FLSA) </li><li>Actively monitor work environment to ensure a harmonious, compliant, inclusive, diverse, and positive work environment by actively supporting and promoting department and company objectives. </li><li>Provide HR direction to management with respect to performance and discipline. </li><li>Coordinates and/or conducts exit interviews to determine reasons behind separation and propose solutions to reduce further turnover. </li><li>Responsible for guiding and answering employee questions on the benefit process and carriers and providing staff resources to ensure coverage needs are met. </li><li>Conducts new manager/supervisor orientations on compliance issues, such as harassment and work-related injuries. </li><li>Work closely with department heads and managers to improve work relationships, build morale, and increase productivity and retention. </li><li>Identify training needs/opportunities for facility and individual training/coaching needs. </li><li>Interface with Corporate Human Resources on a regular basis, providing venue updates and discussing concerns/solutions. </li><li>Provide excellent customer service assistance to internal and external clients.</li><li>Exemplify the SCCC and OVG customer service principles</li><li>Perform other duties as assigned.</li></ul>

<ul><li>Bachelor’s Degree from an accredited college or university (BA/BS) in human resources or a related field.</li><li>3-5 years’ verifiable progressive experience in Human Resources as a generalist.</li><li>Certified as PHR, SPHR, SHRM-CP, or SHRM-SCP is preferable. </li><li>Possess solid working knowledge of local, state, and federal employment laws and regulations. </li><li>Verifiable track record of displaying initiative and strong problem-solving skills. </li><li>Must possess a customer-focused, positive, and professional attitude. </li><li>Ability to handle multiple tasks efficiently and effectively and meet strict deadlines.</li><li>Proven ability to treat confidential / sensitive information appropriately. </li><li>Ability to work with all levels of management under minimal supervision.</li><li>Ability to communicate performance management issues to all levels of management and employees.</li><li>Highly organized and detail-oriented.</li><li>Effective interpersonal skills to establish and maintain effective relationships with customers, employees, superiors, and business contacts in a professional, timely, and courteous manner. </li><li>Experience recruiting/hiring for diverse positions with emphasis on part-time or hourly positions. </li><li>Excellent oral, written, interpersonal, and organizational skills required. </li><li>Demonstrated ability to adhere to strict standards of confidentiality, discretion, and ethics. </li><li>Knowledge and experience in employment law practices (e.g., EEO, ADA, FMLA, DOL, OSHA, etc.). </li><li>Proven independent professional capable of forming relationships with diverse groups of employees at all levels. </li><li>Proficient in MS Office, Excel, and PowerPoint applications; and fluent in working in HRIS databases & payroll systems. </li></ul>
