Provide technical and managerial oversight of the Project Engineer in the development and execution of capital and operational projects from concept through commissioning, including project justification, economic evaluations, cost estimating, scope development, contract preparation, permitting, material and equipment specification, cost forecasting, invoice approval, and project closeout. Manage pipeline and facility compliance programs, including regulatory recordkeeping, preparation of annual state and federal reports, Operator Qualification (OQ) program administration, Public Awareness program oversight, pipeline class location studies, PHMSA jurisdictional evaluations, and management of PA PUC and PHMSA audits and inspections.
