Ability to work independently; Skill in planning, organizing, directing, and evaluating work of others; Skill in instructing and training skilled and unskilled workers; Knowledge of supervisory theory and practice and basic principles of management; Understanding of City policies and procedures; Knowledge of purchasing policies and procedures; Knowledge of regulations (State, Federal, etc.) or the assigned area; Knowledge and skill in use of personal computers in a Microsoft environment; Ability to read and interrupt service and repair manuals; Knowledge of appropriate occupational hazards and safety precautions of assigned area; Knowledge of the appropriate skilled trades associated with assigned department; Knowledge in using hand and power tools in construction and maintenance work; Knowledge of the operation, maintenance, and repair of relevant equipment; Knowledge of the elements of construction technology as they relate to the assigned construction, maintenance, and repair activities; Skill in performing manual work requiring periods of extensive physical exertion and potential exposure to adverse weather conditions; Skill in reading schematics and follow written instructions; Skill in communicating effectively orally and in writing including tactful and courteous communications with the public; Skill in resolving day-to-day questions/problems regarding materials, methods, and procedures for completing assigned projects; Skill in establishing and maintaining effective working relationships with co-workers, other city personnel and the public. Plus one or more of the following, depending on area of service (must possess and maintain throughout employment): Valid State of Tennessee or Virginia Commercial Driver's License (CDL) at a level appropriate to the area assigned; Grade II Distribution or Collection Systems, or Erosion Prevention and Sediment Control - Level 1; ISA arborist certification; Valid and appropriate Commercial Pesticide Application Certification; Certified Playground Safety Inspector; and/or, Certified Pool Operator.
