Overview:
Overview MCC's Social Analysis Practice Group is engaged in due diligence and compact development support for Liberia's second compact, including a focus on mining governance and critical minerals. Banyan Global is recruiting a senior mining governance expert to provide specialized technical support on mining law development and regulatory design, ensuring that the legal and regulatory reform workstream is technically grounded and aligned with international best practices. ObjectiveTo provide targeted technical support to MCC's mining governance workstream in Liberia, including advisory inputs on draft legislation, review of mineral development agreement frameworks, and related legal and regulatory reform activities. Specific tasks and LOE will be defined in a scope of work once the consultant is identified.

Responsibilities:
Consultant Profile<ul><li>Core expertise in mining law and/or mining governance, with demonstrated experience drafting or reviewing mining legislation in low- or lower-middle-income countries in Africa. </li><li>Must be familiar with social performance dimensions of mining governance, including substantive knowledge of local content provisions, community benefit-sharing and CDF governance, IFC Performance Standards applied to mining, and E&S impact requirements. </li><li>World Bank, IFC, IMF, OECD, African Development Bank, NRGI, or similar institutional background preferred. </li><li>Sub-Saharan Africa experience essential; West Africa preferred; Liberia-specific knowledge a bonus. </li><li>MCC familiarity not required but would be helpful; must be willing to work within MCC's process, frameworks, and institutional culture. </li><li>Must be amenable to short-term/intermittent work including desk review, advisory inputs on draft law, and possibly in-country mission. Global Dimensions is seeking a Junior FMV Analyst for an upcoming opportunity in Quantico, Virginia.Junior FMV Analysts will:<ul><li>Perform hands-on full motion imagery (FMI) analysis, producing intelligence products derived from airborne Intelligence, Surveillance, and Reconnaissance (ISR) platforms, addressing a wide range of issues that support national security objectives, senior policymakers, the DoD, USMC, and/or IC initiatives.</li><li>Provide real-time 24/7/365 full motion video (FMV) exploitation in a shift work environment, ensuring Situational Awareness (SA) and comprehension of the mission and intelligence requirements.</li><li>Conduct research using Cedalion or its successors, along with other multi-disciplined IC databases, to acquire additional or clarifying information to support analysis and research efforts.</li><li>Produce both standard and non-standard FMV imagery analysis products, including motion imagery summary reports and tailored mission-specific products.</li><li>Perform imagery research and analysis to meet current USMC requirements, including but not limited to NRO Overhead Systems, aircraft, FMV, and civil/commercial sensors, to address specific Information Requirements.</li><li>Generate and provide metadata to support structured observations that align with DoD, USMC, and/or IC initiatives.</li><li>Provide analysts capable of viewing, exploiting, recording, and typing (minimum 40 words/minute) live FMV exploitation comments to support operational FMV missions.</li><li>Identify targets and target-related activities by understanding the Order of Battle for mission-related geolocations.</li><li>Conduct target research to support exploitation activities, providing additional information and context to inform the exploitation team and meet information requirements.</li><li>Analyze existing intelligence to identify gaps in coverage and knowledge, investigating all sources of intelligence to address those gaps.</li><li>Perform data mining using a variety of databases, open-source reports, digital video archives, and other intelligence sources.</li><li>Produce multimedia content in support of exploitation activities.</li><li>Provide peer-to-peer assessments when analysts need evaluations or tests on their positions.</li><li>Conduct multi-INT research, exploitation, organization, prioritization, processing, analysis, production, and dissemination of intelligence information in line with Government priorities, policies, and Standard Operating Procedures (SOP).</li></ul>Requirements<ul><li>TS/SCI Security Clearance</li><li>Experience: At least 3 years of experience conducting analysis relevant to the labor category, with at least some of the experience within the last 2 years.</li><li>Education: Bachelor’s degree in a field related to the labor category from an accredited college or university recognized by the U.S. Department of Education. Alternatively, an additional 4 years of experience in the specific labor category, totaling 7 years, may substitute for a Bachelor’s degree.</li><li>Demonstrates a working knowledge of the concepts involved in the specific functions outlined in the labor category description.</li><li>Knowledgeable of and demonstrates the ability to apply IC and DoD classification guidelines and procedures.</li><li>Demonstrates the ability to work semi-independently with oversight and direction.</li><li>Demonstrates the ability to apply logic when evaluating and synthesizing multiple sources of information. Shows understanding of interpreting analysis, including its meaning, significance, and implications. Demonstrates the ability to defend analytic judgments with sound, logical conclusions, and to adapt these judgments when new information, changing conditions, or unexpected developments arise.</li><li>Demonstrates the ability to produce timely, logical, and concise analytic reports, documents, assessments, studies, and briefing materials in various formats, including Microsoft Office tools (e.g., Excel, Word, PowerPoint), electronic/soft copy matrices, and/or web-enabled formats.</li><li>Demonstrates the ability to clearly communicate complex issues in a concise and organized manner, both verbally and non-verbally, with strong grammar skills.
