Knowledge of operational characteristics, services, and activities of a maintenance, construction, and repair program; organization and management practices as applied to the evaluation of maintenance operations programs, policies and operation needs; modern and complex principles and practices of municipal maintenance operations; services program development and administration; principles and practices of public works maintenance operations and their application to a wide variety of operational programs; hazardous material containment and disposal principles and practices; specification writing principles and practices; preparation and evaluation of "Requests for Proposal" for services; principles and practices of contract administration; principles of municipal budget preparation and control; principles of supervision, training, and performance evaluation; principles and procedures of record keeping; principles of business letter writing and report preparation; office procedures, methods, and equipment including computers and applicable software applications such as word processing, spreadsheets, and databases; pertinent federal, state and local laws, codes, and regulations.
