<p>Job Description</p><p>Description</p><ul><li>Direct the design, development, and implementation of district-wide instructional programs, projects and activities, including federal and state requirements related to English Learner (EL) students.</li><li>Provide vision, leadership and oversight on the planning, development, implementation and management of comprehensive district wide instructional models for EL students from Pre-kindergarten to graduation including but not limited to One-way/Two-way Dual Language, ESL and Newcomer programs.</li><li>Provide leadership and management oversight for the Student Intake Center for new immigrant families.</li><li>Work closely and collaborate with Teaching and Learning departments to increase and accelerate the overall effectiveness and efficiency of the instructional service delivery system for students; so as to significantly increase student achievement, close the achievement gap and meet district student performance targets</li><li>Work collaboratively with School Leadership to identify and deploy necessary supports to campuses, which may include but are not limited to: the specific use of data-driven instruction, professional development, coaching, peer instructional walks, vertical and horizontal articulation school feeder programs, training and leadership development as needed</li><li>Collaborate with instructional support teams to provide campus administrators with instructional recommendations, strategies and support, including coaching, to high-needs schools on best practices in data-driven, highly effective standards-based differential instruction</li><li>Direct the planning and execution of professional development for central and campus staff as it relates to bilingualism, biliteracy, and second language acquisition.</li><li>Coordinate and collaborate with core content areas and special populations on the development of and co-construction of curricula and assessments to ensure EL’s linguistic and academic development is addressed and is responsive to EL academic needs.</li><li>Direct the preparation and maintenance of a variety of narrative and statistical reports, records, and files; prepare and process grant applications, reports, inventories and other materials related to Bilingual/ESL programs.</li><li>Stay abreast of current topics, trends, and best practices in the area of language acquisition for ELs through a variety of professional opportunities</li><li>Perform all other tasks and duties as assigned</li></ul>Qualifications<ul><li>Master's degree or higher from an accredited college or university and/or licensure in a related field required; Mid-Management/Supervisory or Principal’s Certification certification preferred</li><li>Extensive knowledge of effective principles and practices of management</li><li>Ten years of teaching experience with English Language Learners</li><li>Experience and knowledge ofinstructional theory and practice, including the assessment of instruction</li><li>Extensive knowledge of of the second language acquisition process, literacy and language development</li><li>Knowledge of organizational theory and its application in large school districts, including familiarity with "systemsthinking" and the ability to analyze organizational situations from structural, human resource, political and symbolic frames</li><li>Knowledge of federal and state legislation and regulations that apply to English Language Learners</li><li>Knowledge of K-12 curriculums, school-centered decision-making and the change process in organizations</li><li>Demonstrated competence in working with linguistically and culturally diverse constituencies.</li><li>Strong organizational, communication, and interpersonal skills required to achieve the goals of the position</li><li>Ability to supervise and evaluate the work of others and the ability to utilize performance accountability measures</li><li>Ability to allocate and oversee funding designated for the English Language Learners.
