Overview The Director of Institutional Investments and Partnerships oversees the Laboratory’s portfolio of internal science and technology investments and its network of university partners. This portfolio includes $70M+ in Laboratory Directed Research and Development (LDRD) activities that maintain PNNL’s scientific and technical vitality; advance PNNL missions in science, energy, and national security; and open new high-risk/high-reward research areas. The Director guides development and execution of an investment strategy that aligns with Laboratory goals, provides guidance to investment leads, and assures performance of the investments through reviews. As the senior leader responsible for academic research partnerships, the Director maintains executive-level relationships with leadership at PNNL’s major university partners, develops and executes an effective partnering strategy, and guides the activities of individual university relationship managers. Responsibilities <ul><li>Partner with Laboratory leadership and technical experts to support the development and execution of science and technology (S&T) investment and partnering strategies for PNNL.</li><li>Implement a methodology for effective investment decisions and ongoing assessment of investment performance, assuring that internal technical investments align with Laboratory directions and increase the future health of Laboratory capabilities.</li><li>Recommend institutional priorities for resource allocation within the S&T portfolio, in partnership with Chief Science and Technology Officer and Associate Laboratory Directors.</li><li>Provide oversight of the portfolio of Laboratory-level investment initiatives, including the initiative proposal development and review process, and provide guidance to Initiative leaders.</li><li>Manage the peer review process for investment proposals and the ongoing internal and external quality reviews.</li><li>Assure that investment External Advisory Committees (EACs) are appropriately populated to provide independent advice and insight into investment performance. Review prospective EAC members for conflicts of interest and help find and secure EAC members who provide important perspectives on Laboratory capabilities.</li><li>Coordinate internal S&T investments with other strategic and/or discretionary investments portfolios such as facilities, infrastructure, and equipment.</li><li>Oversee the Laboratory’s strategic university partnerships, including maintaining executive relationships at universities.</li><li>Develop new relationships and strategic partnership goals. Assure success of partnerships in alignment with Laboratory and university goals.</li><li>Oversee the Laboratory’s Joint Appointment, Joint Institute, Graduate Fellowship, and other university partnership programs. Develop and implement new partnership approaches to advance institutional goals.</li><li>Direct work of staff who provide financial, IT, project management, and contracting support for the LDRD program and university partnerships.</li><li>Develop and implement new and innovative approaches to identifying S&T investment topics and program management approaches.</li><li>Maintain productive partnerships with Department of Energy and site office leadership around PNNL’s LDRD program management and university partnering strategy and outcomes.</li><li>Provide required reporting to PNNL and DOE leadership on LDRD and partnership performance to maintain compliance.</li><li>Maintain productive partnerships across PNNL’s research and support organizations.</li><li>Effectively communicate PNNL’s S&T investment strategy and outcomes to staff across the Laboratory and to external stakeholders.</li><li>Maintain a strong external technical network through engagement with other Laboratories and research institutions, professional societies, and external technical groups.</li><li>Participate at the national and international level in scientific societies, conferences, and symposia, and committees to foster awareness and recognition of PNNL's strengths and capabilities.</li><li>Promote an inspiring, high-performing, and high-integrity scientific culture.</li><li>Support other strategic efforts within the office of the Deputy Director for Science and Technology (DDST).</li></ul> Qualifications Minimum Qualifications:<ul><li>Bachelor's Degree with 15 plus years of relevant experience -OR-</li><li>Advanced Degree plus 13 years of relevant experience</li></ul>Preferred Qualifications:<ul><li>PhD in a science or engineering field.</li><li>Experience in research administration and institutional-level research strategy development and oversight.</li><li>Familiarity with DOE Laboratory Directed Research and Development requirements.</li><li>Demonstrated skill in building critical relationships and networks across research organizations.</li><li>Ability to synthesize complex and potentially conflicting priorities, manage risk over multiple planning horizons, and draw conclusions from a variety of qualitative and quantitative information.</li><li>Strong communication and influence skills: ability to write well and communicate effectively in both formal and informal settings.
