By means of personal interviews, on-site observation, and study of documentation, notes workload, workflow, processes, methods, turnaround time on transactions, complicating factors beyond the immediate control of the organization studied, findings of prior Departmental or outside management audits, and feedback from client organizations in order to evaluate the organizational entity’s efficiency. Applies generally accepted management principles and practices, as reflected in the Departmental management guidelines and described in the technical literature on the subject, quantitative and qualitative analytical methods, and knowledge of Bureau missions, functions, and relationships within and outside the Department in order to design organizations that have clear lines of authority and accountability, facilitates the flow of information along the chain-of-command.
