Specialized experience would be demonstrated by 1) assessing instructions or doctrines to determine the changes needed to support the agencys position through the Planning, Programming, & Budgeting, and Execution process (PPBE); 2) assessing information such as geopolitical details, strategic shifts, or adversary capabilities in order to develop strategic programming and planning guidance; 3) analyzing complex issues within the agencys operations regarding policies, manpower, training, or technology.
