Vinci and has multiple subsidiaries including Hubbard, Blythe Construction and Eurovia Atlantic Coast.The PositionWe are seeking a Project Engineer to work as part of the Raleigh Asphalt Team. The Project Engineer will develop, manage, and/or execute all phases of the construction cost control effort or the construction planning/scheduling effort for one or more large, complex, and demanding projects. The Project Engineer will provide guidance, direction, and specialized assistance for the resolution of difficult and complex construction project control problems. The Project Engineer will interface with clients, attend meetings, and provide statistical reports as required.Key Duties<ul><li>Assists Project Manager in formulating and updating project schedule.</li><li>Initiates purchase orders, subcontract agreements and change orders for review by Project Manager.</li><li>Tracks weekly production quantities for accurate weekly/monthly cost reports.</li><li>Produces and verifies monthly pay requests with owner.</li><li>Processes all shop drawings, submittals, and coordinates material deliveries with Project Superintendent.</li><li>Responsible for and verifies all monthly accruals, revenue and costs.</li><li>Schedules the Quality Control Team.</li><li>Interacts w/subcontractors as required.</li><li>Responsible for maintenance of the project schedule including materials, equipment, and subcontractors.</li><li>Schedules and arranges for equipment moves on and off the job.</li><li>Defines/optimizes the means and methods for the project (with the Project Manager).</li><li>Ensures that the administrative and accounting information from the field are reliable.</li><li>Participates at the final acceptance of the project (with the Project Manager).</li><li>Responsible for maintenance of safe working environment.</li></ul>Qualification RequirementsGeneral -To perform this job successfully, an individual must be able to perform each Key Duty satisfactorily. Reasonable accommodations may be made to enable individuals with disabilities to perform the essential functions.Education and Experience - This position typically is not an entry-level job, as it requires three (3) or more years of previous experience as a Project Engineer, with an emphasis on roads, highways, and bridges.<ul><li>A college degree in civil engineering or construction management is required.</li><li>Proficient PC skills including a proficiency in various software used such as Excel, Primavera, and SAP.</li><li>Familiarity with construction industry practices is required.</li><li>Must be able to understand work directions and communicate effectively with project manager and on-site employees.</li><li>Strong oral/written communication and organizational skills.</li><li>Ability to manage and supervise engineering on multiple projects.</li></ul>Physical Demands - The following physical demands are representative of those that must be met by a Project Engineer to successfully perform the essential functions of this job.<ul><li>Regularly required to sit and/or stand during a regular work shift of at least eight hours per day.</li><li>Employee is occasionally required to stoop, bend, walk, crouch, and climb.</li><li>Ability to lift, on a frequent basis, at least 25 pounds and carry up to 15 pounds.</li><li>Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and ability to adjust focus.</li><li>Continuous mental attention required to complete tasks in an efficient manner.</li><li>Exposure to dust, dirt grease and noise.</li><li>Work can be performed at heights up to 60 feet, requiring the employee to climb ladders, scaffolds and stair towers, often with narrow steps and passageways.</li><li>Frequently walk on uneven surfaces, including natural ground and slopes in varying weather conditions.</li><li>Must be able to work a flexible schedule, based on project need(s) and demand(s).</li></ul>Work Environment - The work environment characteristics described below are representative of those that a Project Engineer encounters while performing the essential functions of this job.<ul><li>Work is performed outdoors in all weather conditions. Candidates must be willing and able to travel frequently, including overnight stays, in alignment with project schedules and business needs.Job Summary:The Roadway Worker in Charge (RWIC) is responsible for ensuring on-site roadway worker protection for activities conducted on or near live railroad tracks. This role requires precise job site coordination, clear dispatcher/train communication, and consistent application of On-Track Safety procedures across both controlled and non-controlled track areas.This position involves extensive travel throughout multiple states to support field operations and project assignments. Candidates must be adaptable to changing work environments and schedules while maintaining a strong commitment to safety and operational excellence.Essential Duties & Responsibilities:• Jobsite Protection: Ensure accurate and error-free jobsite protection for each assignment. This includes radio communication with train dispatchers and engineers, ensuring work groups are clear of limits during train movements, and granting permission for trains and on-track equipment to proceed through limits.
• Daily Briefings: Conduct daily job briefings with all personnel on-site, ensuring compliance with railroad safety requirements.
• Documentation: Prepare and submit required electronic forms, including job set-up forms for each flagging assignment, daily work reports, invoices, and other necessary reports.
• Tool Handling: Handle and place signs, derail, and other tools and equipment weighing between 15 to 90 pounds as needed throughout the day.
• Safety Training: Actively participate in routine safety classes and qualification training.
• Communication: Maintain high levels of communication with RWIC supervisors and managers regarding assignments and schedules.
• Additional Duties: Perform other tasks as assigned to meet business needs.Knowledge, Skills, & Abilities:• Ability to meet required physical demands and complete necessary tasks.
• Ability to effectively warn roadway workers of the approach of trains.
• Understanding of On-Track Safety training and qualifications required for protected roadway workers.
• Proficiency in radio communication procedures between RWIC/EICs (Employees in Charge) and assigned work group.
• Capability to conduct job briefings with all roadway workers at their location.
• Ability to place railroad advance warning and stop signs.
• Skill in installing railroad derails and applying locking devices.
• Proficiency with electronic communications, including email and text, and standard office applications (e.g., Microsoft Office Suite).Former NS RWIC Qualifications:20 years of experience with the last position held as a supervisor track inspection (STI), assistant track supervisor (ATS), Foreman, or higher, OR 20 years of experience as a RWIC.Employment is contingent upon the successful outcome of pre-employment and recurring background checks, and drug and alcohol testing, as well as classroom and field training, including assessments. Successful completion of all onboarding and recurring training requirements is mandatory for continued employment.Non-Former NS RWIC Required Education and Experience:20 years of service as an RWIC while employed by a Class I or Class II freight railroad.Employment is contingent upon the successful outcome of pre-employment and recurring background checks, and drug and alcohol testing, as well as classroom and field training, including assessments.
