The Program Manager performs a full range of senior technical, program and project management and/or team leader roles for assigned programs; leads and manages any assigned team members and project and program collaborators in the coordination of work activities among Agency staff, consultants, local jurisdictions, and affected community and business groups during implementation, service delivery, and operations; manages, assigns, reviews, evaluates and participates in the work of assigned staff and contractors; ensures work quality and adherence to project scope and established policies and procedures; and performs technical and complex tasks relative to assigned areas of responsibility. Ensures that all programs are delivered and executed within time and budget constraints and in full compliance with Sound Transit, and local, state, and federal policies, procedures, rules, and regulations; leads the implementation, management, and operation of passenger parking, loading (pick-up and drop-off), and selected bike and scooter parking management programs and services; leveraging resources and coordinating work across departments, divisions, and contractors to optimize access for passengers.
