Major Job Duties: Developing project management plans and documents, including capital budget estimates, project schedules, and scopes of work; Preparing RFPs and RFQs and managing the procurement of design and other professional services, including coordinating stakeholder reviews, responding to vendor questions, evaluating submissions, conducting interviews, and recommending contract awards; Leading construction contractor selection processes, including preparing Invitations to Bid (ITBs), coordinating stakeholder reviews, conducting pre-bid meetings, responding to bidder questions, evaluating bids, conducting post-bid scope reviews, and recommending contract awards; Procuring surveying, construction management, quality assurance/quality control (QA/QC), and commissioning services from consultants, contractors, and County staff; Leading permitting and approval processes and coordinating with County departments, external agencies, and community groups; Managing construction activities by reviewing and approving contractor schedules, monitoring project progress and expenditures, conducting site inspections, and requesting corrective actions to ensure projects are completed on schedule and within budget; Recommending changes to project designs, specifications, and schedules; reviewing contract documents and processing change orders; and maintaining project records and documentation; Preparing and finalizing grant-compliant documentation for regional, state, and federal agencies; managing project budgets and fund allocations; and reviewing contractor progress payment requests and change orders for adequacy; Conducting final inspections; overseeing commissioning, equipment startup, and training; reviewing closeout documentation; coordinating with County user groups and the Facilities Management Bureau; and managing follow-up actions during the warranty period; and. Desirable Qualifications: Preference may be given to applicants with experience in one or more of the following: Managing the work of designers, construction managers, and contractors; Managing the design and construction of WMATA facilities and transportation-related projects, including new construction and renovations; Using project management and scheduling technologies; Working with local, state, and/or federal transit agencies, such as the Federal Transit Administration (FTA), Virginia Department of Rail and Public Transportation (DRPT), and Washington Metropolitan Area Transit Authority (WMATA); and/or.
