Shall demonstrate experience developing and refining Measures of Performance and Measures of Effectiveness and applying assessment methodologies to evaluate collection effectiveness across HUMINT, CI, SIGINT, GEOINT, MASINT, OSINT, and Airborne ISR.Shall have experience preparing collection effectiveness assessments, dashboards, scorecards, reports, and briefing materials for senior leaders and external stakeholders, including Joint Staff J32, the DIA, and Center for Defense Collection Management. Represent USNORTHCOM in multiple collection management and ISR forums,departmental and national-level interagency committees and working groups, including theGlobal ISR Conference and the Joint Staff J32 PED Working Group, as directed by theGovernment.
