ERM is hiring experienced consulting Construction Safety Oversight Specialists in the US. In this critical role, you will be responsible for providing on-site observation of construction activities from an EHS perspective, ensuring health and safety compliance with applicable regulations and existing company standards and contributing to an environment where employee health and safety is preserved. You will be present during all site activities and responsible for all health and safety activities and the delegation of duties to any other project team members.RESPONSIBILITIES:<ul><li>On-site observation of construction activities from an EHS perspective.</li><li>Documentation of activities with respect to required EHS performance.</li><li>Train on-site Client staff on EHS oversight program requirements.</li><li>Train on-site subcontractors on EHS oversight program requirements.</li><li>Help administer project directives given by the Client's Environmental, Health, and Safety (EH&S) personnel throughout the project.</li><li>Report on whether project staff and trade contractors are complying with the Client's safety procedures and are working in accordance with the approved project-specific safety plan.</li><li>Maintain required safety-related documentation on the project site including, but not limited to, safety orientation training, Job Hazard Analyses (JHA), SDSs, pre-task assessments, and toolbox talk summaries.</li><li>Participate in daily pre-shift coordination meetings to include review of the day's activities and associated hazards.</li><li>Review and comment on the General Contractor's JHAs with project trades and obtain signatures prior to commencement of work.</li><li>Conduct daily site inspections, focusing on work site orderliness and compliance with safety procedures and protocols. Proposed corrections of safety deviations will be discussed with the General Contractor's Safety Manager and provide support for corrective action implementation.</li><li>Issue daily site observation reports for each site inspection.</li></ul>REQUIREMENTS:<ul><li>Associate's degree in construction management, safety, or occupational health and safety, or a related degree preferred.</li><li>8+ years of full-time on-site experience in construction-specific project health & safety leadership</li><li>Certification in field; CHST, ASP/CSP, CIH, PE, or similar registration highly desirable.</li><li>Strong knowledge of OSHA General Industry and construction standards.</li><li>Strong commitment to safety, including implementing strict Health and Safety protocols.</li><li>Completed training and certifications for HAZWOPER, DOT basic Hazmat awareness, OSHA 30-hour construction, confined space entry training, and fall protection/prevention training.</li><li>Strong initiative (self-starter), problem-solving and communication skills, and attention to detail and QA/QC.</li><li>Ability to multi-task, maintain flexibility, travel, and work independently with minimal supervision.</li><li>Ability to provide excellent project delivery and client service, quality on project deliverables, and organizational skills.</li><li>Ability to organize and coordinate field personnel, subcontractors and vendors.</li></ul>Who We Are:As the largest global pure play sustainability consultancy, we partner with the world's leading organizations, creating innovative solutions to sustainability challenges and unlocking commercial opportunities that meet the needs of today while preserving opportunity for future generations.At ERM we know that creating a diverse, equitable and inclusive work environment is an essential part of making our company a great place to build a career. OVERVIEWThe Safety and Environmental Director will maintain business compliance with all safety and environmental requirements at both Kovalchick Corp (Homer City, PA) and Franklin Industries (Franklin, PA). He/she will also work to minimize injury rates for all departments at both locations. Duties and Responsibilities<ul><li>Oversee prompt investigation of all incidents at both plants and ensure timely submission of applicable incident paperwork.</li><li>Maintain thorough incident investigation records including photographs, witness statements, duty status reports, etc. for both facilities.</li><li>Maintain incident metrics for recordable, first-aid, and near-miss incidents broken down by location, length of employment, transfer, body part affected, and day of incident. These metrics shall be used to identify incident trends.</li><li>Manage and maintain the Safety Skills Matrix tracking employee training paperwork and status at both locations.</li><li>Maintain the Safety Data Sheet (SDS) Inventory for both facilities and update as necessary.</li><li>Communicate with worker's compensation provider and broker to discuss possible corrective actions as well as key incident details.</li><li>Facilitate Return to Work Program at both sites.</li><li>Coordinate monthly safety training with Worker's Compensation Broker focused on employees with less than one calendar year of experience at each facility.</li><li>Facilitate Return to Work Program</li><li>Ensure compliance with applicable environmental regulations, including but not limited to TIER II reports, AIMS report, 25 & 26Rs, biennial report, Synthetic Minor Air Permit, etc. for both sites.</li><li>Conduct routine safety trainings (new hire safety orientations as well as various annual and periodic training requirements) and maintain applicable training records at each location.</li><li>Perform routine department safety audits and photograph all noted deficiencies at both facilities.</li><li>Oversee and lead monthly Joint Safety Committee Meetings and ensure thorough records are maintained at each location. Maintain inspection reports, meeting itinerary, meeting minutes, meeting sign-ins, and all other requirements to maintain state-issued certification.</li><li>Schedule bi-yearly boot truck visit and track employee footwear issuance at both locations.</li><li>Maintain working relationships with local agencies (i.e., police, fire, EMS) at both locations.</li><li>Provide a weekly toolbox talk to Department Managers at both facilities to be relayed to Department Staff.</li><li>Conduct routine inspections and/or calibration of plant safety equipment including alloy steel chains, Altair 4x multi-gas monitors, PFAs, etc. at both sites.</li><li>Utilize the CMMS system to track past-due work orders and LOTO equipment that does not have a waiver granted at either facility.</li><li>Abide by all necessary safety laws and standards.</li><li>Work to minimize workplace injury rates at both locations.</li><li>Put out safety information and toolbox talks across both facilities.</li><li>Maintain safe workplaces at both locations.</li><li>Watch and enforce safety at both locations.</li><li>Establish and maintain continuous improvement (2 Second Lean), problem solving (KATA technique), and Root Cause Analysis at both sites.</li><li>Maintain ISO 9001:2015 departmental standards.</li><li>Other duties as assigned</li></ul> Qualifications<ul><li>High School Diploma or higher education certificate.</li><li>5-7 years of experience in a manufacturing, industrial, or heavy construction environment.</li><li>Above-average communication skills.</li><li>General knowledge of Microsoft Office programs (Word, Excel, PowerPoint, Access).</li><li>Ability to work independently and as part of a team.</li><li>Ability to multi-task and work with a high degree of accuracy.</li><li>Ability to work in a safe manner.</li><li>Ability to troubleshoot and work with departmental managers/group leaders to solve safety issues.</li><li>Minimum of 3 years safety-related experience.</li><li>Recommended certifications, registrations, licenses: OSHA-130 General Industry, First Aid/CPR Instructor, First Aid/CPR Certification.</li></ul> Working conditions<ul><li>Office/shop environments at both locations - temperatures may vary.</li><li>PPE required when entering the rolling mill or other production areas.</li><li>Travel between Kovalchick Corp (Homer City, PA) and Franklin Industries (Franklin, PA) required.</li></ul> Physical requirements<ul><li>Ability to sit for extended periods of time.</li><li>Ability to climb on, off, and around machinery. </li></ul> The HR Department is required to check the criminal background of all job offerees. Having a criminal record does not block an applicant from securing a job at Franklin Industries. We review all criminal records on a case-by-case basis. The HR Department sends all job offerees to an external testing site for a physical (vitals, vision, and hearing) and a drug screen. Securing the job is contingent on passing the physical and the drug screen.

What We're Looking For:
