Remote – United StatesProject Overview:Louisiana Department of Transportation & Development (LADOTD) is undertaking a modernization initiative to enhance its district‑level financial data intake and reporting processes. The project will deliver a customized data management platform that aligns with LADOTD’s existing operational workflows while introducing targeted improvements in usability, security, auditability, and reporting. The solution must maintain continuity with LADOTD’s established practices while providing a secure, reliable, and scalable foundation for long‑term operational excellence. The OTS Application Development Office (AppDM) will provide oversight. Objectives:The primary objectives of this project are to: <ul><li>Modernize and streamline district financial data intake processes. </li></ul><ul><li>Improve data accuracy through automated validations and built‑in calculations. </li></ul><ul><li>Strengthen auditability, security, and user access controls. </li></ul><ul><li>Enhance reporting capabilities for both district users and administrators. </li></ul><ul><li>Provide a stable, secure, and maintainable hosting environment for long‑term operations.</li></ul>I.  DESCRIPTION OF SERVICES The scope of the proposed services will include the following: <ul><li>Design, code, compile, test, debug, modify, and document new or existing highly complex applications programs.</li><li>Implement complex application software solutions ensuring scalability and security. </li><li>Evaluate, analyze, and prepare recommendations on technical solutions or options for managing enterprise information systems. </li><li>Define data elements; design structures for databases; write and compile definitions and descriptions of data elements into dictionary form for use by professionals and users. </li><li>Evaluate and analyze requests for enhancements or development projects of a highly complex nature. </li><li>Prepare and supervise formal system test procedures for complex application systems to ensure quality and compliance. </li><li>Monitor work plans and schedules to ensure timeliness, data integrity, and availability on a project basis.</li></ul>Functional Scope: Provides automated field‑level and cross‑form validations; Includes built‑in calculations to reduce manual data entry; Allows carry‑forward of selected data elements across fiscal years Hosting & Technical Requirements provides:  Monitoring and alerting for system health and performance. Job Description The IT Internal Audit Senior executes IT General Controls (ITGC) and IT Application Controls (ITAC) testing as part of the company's SOX compliance program, while also planning and executing risk-based IT internal audits across the broader technology environment. This role partners closely with IT, Finance, and business stakeholders to assess control effectiveness, identify gaps, and drive remediation. This role may support operational, financial, compliance, and non-information systems-related audit activities, including reviews of processes, systems, and controls ESSENTIAL FUNCTIONS: Reasonable accommodations may be made to enable individuals with disabilities to perform the essential duties. IT Internal Audit * Plan and execute risk-based IT audits covering areas such as cybersecurity, cloud infrastructure, access management, change management, data governance, and IT operations. * Conduct IT audit walkthroughs and interviews with IT process owners to document current-state processes and identify control gaps. * Design and perform test procedures to evaluate the design and operating effectiveness of IT controls. * Document audit work papers in accordance with internal methodology and professional standards (IIA, ISACA). * Draft IT audit reports with clear findings, root cause analysis, risk ratings, and practical remediation recommendations. * Monitor and validate the timely remediation of IT audit findings and management action plans. SOX IT Controls (ITGC & ITAC) * Lead and execute SOX ITGC testing across key control domains: logical access, change management, computer operations, and data backup/recovery. * Perform IT Application Controls (ITAC) testing, including input, processing, and output controls for financially relevant applications and interfaces. * Maintain and update IT SOX control documentation including Risk and Control Matrices (RCMs), process narratives, and flowcharts. * Coordinate IT SOX testing activities with external auditors to maximize reliance on internal work and minimize duplication of effort. * Assess and communicate the severity of identified control deficiencies (deficiency, significant deficiency, or material weakness) and support management in developing remediation plans. * Support management's annual assessment of Internal Controls over Financial Reporting (ICFR) as it relates to IT systems. * Coordinate co-sourced audit resources by assigning work, overseeing execution, and reviewing workpapers to ensure quality, consistency, and adherence to audit methodology. Collaboration & Continuous Improvement <ul><li>Partner with IT, Information Security, Finance, and business process owners to promote a strong internal control environment. </li><li>Provide guidance and training to control owners on SOX IT requirements, testing expectations, and control best practices. </li><li>Identify opportunities to leverage data analytics, automation, and continuous monitoring to enhance audit efficiency and coverage. </li><li>Stay current on emerging IT risks, regulatory developments, and industry frameworks (COBIT, NIST, ISO 27001). </li></ul> Supervisory Responsibilities: This position has no formal supervisory responsibilities. MINIMUM REQUIRED QUALIFICATIONS: <ul><li>Bachelor's degree in a major or concentration relevant to the position, such as Accounting, Business Administration, Risk Management, Information Systems, Management Information Systems, Computer Information Systems, or a related field </li><li>Four (4) years of experience in IT audit, IT risk and compliance, or external audit with a strong IT audit component. </li><li>Experience testing IT General Controls (ITGC) and IT Application Controls (ITAC) in a SOX environment. </li><li>Working knowledge of IT control frameworks including COBIT, COSO, NIST, and ISO 27001. </li><li>Familiarity with ERP systems (SAP, Oracle, NetSuite, or similar) and how IT environments interface with financial reporting. </li><li>Strong documentation skills; ability to write clear work papers, audit findings, and executive-level internal audit reports. </li><li>Proficiency with audit/GRC tools (e.g., AuditBoard) and Microsoft Office Suite. </li><li>Strong analytical mindset with excellent attention to detail and professional skepticism. </li><li>Ability to clear required background check </li></ul> Certificates and Licenses: Non Required.
