The Training Master Scheduler will serve as the single point of contact for all matters pertaining to “A” (Apprentice Training), C1 (Advance specialized skill training), D1 (Individual, not rating-specific professional development functional skill training), F1 (Individual skill or rating-specific functional training), and G1 (Pipeline skill progression Training) all related courses associated with NETC Seabee basic, intermediate and advanced training. Ensure the essential NITRAS (Navy Integrated Training Resources and Administration System), CETARS (Corporate Enterprise Training Activity Resource Systems [US Navy]) and Master Course Reference File (Seabee University/Course Schedule) are current and in accordance with NCTC, NETC and CSFE directives.

Overview:
Please note that this position is contingent upon the successful award of a contract currently under bid. Dedicated to serving those who defend the US and warfighters, Nisga’a MOSTT offers Military Operations support and Specialized Tactical Training (MOSTT). Nisga’a MOSTT’s services include aviation and military training, cybersecurity, intelligence gathering and analysis, and simulation and exercise support, as well as aviation flight logistics support and unmanned aerial vehicle support.    Summary:The Training Master Scheduler will coordinate all training conducted by the Naval Construction Training Center Gulfport on site and scheduled off-site training. The contractor shall coordinate input from the Center for Seabees and Facilities Engineering (CSFE) and Naval Education and Training Command (NETC) regarding the number of classes, area of instruction, class size and schedule dates for proposed classes. Responsibilities:
Essential Job Functions:<ul><li>Respond to all correspondence pertaining to course issues. Receive phone calls and visitors, answer inquiries concerning scheduling courses.</li><li>Ensure the essential NITRAS (Navy Integrated Training Resources and Administration System), CETARS (Corporate Enterprise Training Activity Resource Systems [US Navy]) and Master Course Reference File (Seabee University/Course Schedule) are current and in accordance with NCTC, NETC and CSFE directives.</li><li>Draft and submit schedules to be used in the execution of Naval Technical Training conducted at NCTC Gulfport and off-site facilities.</li><li>Maintain records and data pertaining to all course of instruction at NCTC Gulfport.</li><li>Schedule and conduct weekly scheduling meetings between NCTC Gulfport, Schoolhouse Departments, D1 and F1 course coordinators, the Naval Construction Group Two (NCG2) and tenant Naval Mobile Construction Battalion (NMCB) training personnel.</li><li>Develop and submit for approval and promulgation weekly C1, D1, F1, and G1 school course schedules.</li><li>Identify scheduling conflicts, provide coordinated recommendations for approval and implement resolutions to scheduling issues in order to facilitate courses to the maximum extent.</li><li>Inform government training department of, and propose resolutions to, issues arising from “A”, C1, D1, F1, and G1 school course completion packages.</li><li>Assist the Business/Financial Management Department Head (N8) with matters pertaining to “A”, C1, D1, F1, and G1 scheduling and school costs associated with courses taught, Equipment Replacement Plans (ERPs) and information on schedules for reimbursable billings.</li><li>Provide Command data for facilities level utilization and scheduling briefs pertaining to school courses.</li><li>Ensure monthly Metrics brief is updated and ready for presentation.</li><li>Coordinate/liaise with NCTC Gulfport Company Commanders, Course Managers, NCG2 and tenant command training personnel for approval on matters relating to Naval technical training schedules and opportunities.</li><li>Provide advance notice of technical training opportunities to NCTC Gulfport Company Commanders, Course Managers, NCG2 and tenant command training personnel of any approved changes to establish schedules to facilitate continued coordination and minimize discrepancies in student attendance.</li><li>Class scheduling is determined by the number of courses scheduled to convene throughout the fiscal year. Additional classes may be scheduled and courses added based on inter-service training requirements. All class schedules will be submitted as a draft copy for review and approval by the onsite immediate supervisor.</li><li>Manage class quota request and course enrollments for applicable C, D, F, and G courses, utilizing the enterprise Navy Training Reservation System (eNTRS). They will ensure quotas/reservations are in compliance with course schedules, training instructions, and directives.</li><li>Coordinate C and G course quotas requirements based on unit request with the CSFE Production Line Manger (N53) to manage quotas. They will coordinate/liaison all quota conflicts and provide recommended resolutions to help maximize training opportunities.</li></ul>

Qualifications:
Necessary Skills and Knowledge:<ul><li>Shall have specialized experience, knowledge, skills and abilities to successfully perform the duties of the position. Experience should demonstrate a practical knowledge of the subject area of the position and the methods and techniques utilized in scheduling training in both a classroom and field exercise environment. </li><li>Shall possess knowledge of Navy Seabee structure and be familiar with all construction related vocations.</li><li>Shall be able to communicate clearly, concisely and effectively with all levels of personnel within the training environment. </li><li>Shall have knowledge and ability to operate computers and other office automated systems in order to prepare reports/ presentations, data input and extraction and possess experience in drafting course curriculum.</li></ul>Minimum Qualifications:<ul><li>Shall possess a training scheduling background and a minimum of 5 years of scheduling experience as a training scheduler.</li><li>Shall have training scheduling experience gained through educational and job experience.</li><li>Work is primarily in an office environment. Course monitoring will on occasion require interaction and observation in a field construction site environment with a minimum degree of physical exertion. During site project monitoring, the Training Master Scheduler will be required to be knowledgeable of safety regulations and requirements involving construction site operations. Integrated Master Schedule (IMS) and Earned Value Management (EVM) Surveillance Support Specialist Position Overview: The IMS and EVM Surveillance Support Specialist provides onsite project management support to the Project Manager Representative (PMR) at the customer office in Mobile, AL. This role is responsible for planning, organizing, and conducting system surveillance activities to ensure the shipbuilder's management control system complies with Earned Value Management System (EVMS) guidelines, and for providing timely indications of actual and potential problems. The Specialist will analyze and monitor the Shipbuilder's Integrated Master Schedule (IMS), validate EVM variance reports, support risk management, and prepare comprehensive reports and presentations for management. Key Responsibilities: •	EVMS Surveillance & Compliance: •	Plan, organize, and conduct surveillance activities to ensure shipbuilder's management control system complies with EVMS guidelines. •	Develop processes and timelines to review Shipbuilder deliverables related to EVM and IMS, consolidating assessments and findings. •	Analyze Shipbuilder's IMS and related schedules for compliance with contract requirements, DCMA standards, and ANSI-EIA 748 guidelines. •	Identify and assess problems impacting project cost, schedule, or performance objectives; assess probability of meeting contract milestones. •	Compare Shipbuilder's defined processes to general EVMS standards. •	IMS Analysis & Quality Assurance: •	Conduct detailed analysis of Shipbuilder's IMS and “mini-network” schedules for all OPCs under contract. •	Perform QA and monitor the customer event-based IMS developed by the Prime Contractor. •	Maintain accurate copies of Shipbuilder IMS for planning and tracking critical milestones and events. •	Maintain customer physical progressing model using MS Project, SharePoint, and Power BI. •	Audit shipbuilder's reported physical progress and ensure IMS reflects milestones associated with MSAM, Program Acquisition Strategy, and PMP. •	Reporting & Data Management: •	Assist in validating Shipbuilder EVM variance reports (CPR, CFSR, CCDR, IMS) and reconcile reports for system validation. •	Analyze expenditures, comparing actual costs against planned costs by Work Package, WBS, funding document, cost account, cost category, labor, and non-labor. •	Prepare narrative reports, trackers, lists, and spreadsheets documenting findings in accordance with EVM Center policy and processes. •	Submit IMS analysis excerpts monthly or as dictated by shipbuilding CDRL cycle. •	Deliver draft and final reports to COR as required. •	Risk Management & Problem Resolution: •	Identify and analyze schedule conflicts or delays; propose resolutions to meet program timelines/milestones. •	Provide input to risk management efforts, including risk planning, identification, analysis, and mitigation. •	Develop and provide comprehensive reports and presentations detailing findings, risks, and recommendations for corrective actions and recovery methods. •	Production Surveillance & Evaluation: •	Conduct production surveillance in Shipbuilder's facilities and onboard under-construction to assess actual production status versus IMS. •	Verify variance analyses and ensure information depicts actual conditions and is used to manage the program. •	Evaluate data submittals, engineering change proposals, and Requests for Waiver/Deviation for production impact. •	Conduct CDRL review and generate contract correspondence for COR review. •	Program Plan Management: •	Create and update the USCG program plan annually, working with leadership and supporting organizations. •	Manage the master plan using Primavera or MS Project, including WBS, work packages, task books, schedules, budget estimates, and identification of technical and program lead personnel. •	Track actual cost data, collect budget and expense data, and input into EVMS weekly report. •	Analyze planned vs. actual data and deliver results to task leads and COR. •	Scheduling & Meeting Support: •	Prepare scheduling materials (Gantt Charts, Tables, Milestone Charts & Pictures) for project reviews and generate ad-hoc scheduling reports. •	Attend meetings, coordinate schedule inputs from stakeholders, and provide presentations with EVM and IMS status. •	Notify Project Leads of upcoming events and milestones to assist with schedule adherence. Required Qualifications: •	Minimum of 5 years' experience supporting project management and shipbuilding processes. •	Bachelor's Degree in engineering, technical, or business field (substitution: five additional years of relevant experience or EVM certification such as EVMP®, EVMD, or EVMOTM). •	Comprehensive knowledge of shipbuilding processes. •	Proficiency in MS Project® and Primavera® scheduling software (stand-alone and enterprise versions). •	Knowledge and skill in analytical and evaluative methods for organizing, planning, conducting, and administering EVMS surveillance. •	Ability to produce EVM reports, briefs, and presentations using EVM data. •	Knowledge of economic, statistical, accounting, fact-finding, and financial analysis principles and techniques. •	Familiarity with DCMA standards and ANSI-EIA 748 guidelines. •	Knowledge of auditing organizations (DCMA, DCAA), acquisition processes, and contract administration service organizations. •	Physical ability for moderate walking and movement through active shipyards and OPCs under construction. •	Proficiency with Microsoft Office Suite, including Word, PowerPoint, Power BI, and Excel. Work Environment: This position is based at the USCG office in Mobile, AL, and requires onsite support, including moderate walking and movement through shipyards and vessels under construction.
