The S&R/Statistics Business Line CIO reports to the System CIO and partners with national business line leadership, overseeing enterprise-level technology to ensure efficient and effective delivery of capabilities and services. Key responsibilities include creating the vision, formulating the strategy, and setting the enterprise direction for common processes and architectures aligned with System IT policies, driving cross-portfolio standardization, and implementing consistent management practices. The position requires representing technology interests on relevant business committees, collaborating with other portfolio executives to identify efficiencies through tool rationalization and shared services, and serving as liaison between System IT and local Reserve Bank leadership. This role presents an opportunity to shape System IT strategy while fostering cultural integration between System IT and local Reserve Bank priorities within a matrixed organization. The S&R/Statistics Business Line CIO will be responsible for broadly managing the S&R/Statistics IT portfolio, translating business strategy into technology solutions that meet the needs of all data sponsors including S&R, Monetary Affairs, Research & Statistics, Reserve Bank Operations & Payment Systems, and the Division of Consumer and Community Affairs. The S&R/Statistics Business Line CIO will partner with the Board’s S&R Division Director and Deputy Director, Business Enablement and appointed Board representatives to ensure S&R business strategies are delivered and enabled effectively through enterprise technology solutions and in alignment with all Board and System policies.  Likewise, the S&R/Statistics Business Line CIO will partner with the Statistics Function Director, RBCC-appointed Statistics First Vice President(s), and Statistics business and IT leaders to ensure Statistics business strategies are delivered and enabled via effective technology delivery. The S&R/Statistics Business Line CIO will work with these groups to establish annual budgets, engage with the RBCC and CSS on resource planning, and build an inclusive "One Team" culture across all S&R and Statistics employees regardless of role or physical location. The S&R/Statistics Business Line CIO will collaborate closely with the Board CISO, Office of the Secretary's Records Management Program, and Board CAIO to ensure technology solutions for Board-owned data meet all applicable policies including budget and resource planning, supervisory data protection standards, records management, and artificial intelligence policies, and federal requirements. The S&R/Statistics Business Line CIO will endeavor to create a seamless collaborative environment where both Reserve Bank and Board employees' needs are collectively met.  The S&R/Statistics Business Line CIO will be responsible for:  <ul><li>Understanding the S&R, Statistics, and Consumer & Community Affairs businesses and developing technology roadmaps that align with both System and Board technology strategies  </li></ul><ul><li>Bridging the gap between current-state products and solutions toward a future-state vision of an integrated enterprise product suite  </li></ul><ul><li>Ensuring appropriate prioritization and resource allocation for System Supervision and Statistics as distinct business lines  </li></ul><ul><li>Collaborating with System IT and Board IT leadership, partner with the Reserve Bank executive team, and with external service providers to ensure aligned end-to-end solutions  </li></ul><ul><li>Aligning enterprise services to the Board and System’s strategic direction and fostering a culture of enterprise service adoption across portfolios  </li></ul><ul><li>Act as a key partner for integrating business-line specific data improvements with enterprise efforts in the System and the Board  </li></ul><ul><li>Maintaining a comprehensive view of IT investments to facilitate strategic decision-making and identify opportunities to rationalize technologies for long-term efficiencies; and  </li></ul><ul><li>Partnering with the System CISO and Board CISO to ensure compliance with System and Board security standards and policies, including records management, artificial intelligence policies, as well as federal requirements such as Section 508 of the Rehabilitation Act  </li></ul>  What You Will Do:<ul><li>Strategy: Develop and align technology delivery strategies with business objectives, ensuring efficiency and quality while maintaining consistency with System IT and Board Technology strategic plans. Implement the principle of "common where possible, unique where necessary" and track performance through metrics that are regularly reported to governance bodies. </li></ul><ul><li>Relationship Management: Serve as the primary IT executive responsible for the technology portfolio, managing relationships with senior leadership and acting as the strategic technology advisor. Collaborate with System IT and Board IT leadership, partner with the Reserve Bank executive team, and coordinate with external service providers to ensure aligned end-to-end solutions. </li></ul><ul><li>Architecture: Drive a comprehensive enterprise architecture that standardizes technologies and practices to reduce costs and risks while maintaining modern capabilities. Develop forward-looking architecture patterns, align with System IT's and Board IT’s strategic direction, and foster a culture of enterprise service adoption across portfolios. </li></ul><ul><li>Budget: Manage the S&R/Statistics IT budget in collaboration with business stakeholders and the System IT CFO. Maintain a comprehensive view of IT investments to facilitate strategic decision-making and identify opportunities to rationalize technologies for long-term efficiency. </li></ul><ul><li>Talent Management: Build a high-performing IT workforce through strategic talent decisions and HR partnership. Foster talent mobility, career development, and succession planning while navigating diverse employment policies across Reserve Banks. Maintain cultural identity while sponsoring career advancement and promoting continuous learning. </li></ul><ul><li>Risk Management and Information Security: Maintain secure and reliable IT solutions by partnering with the System CISO and Board CISO to ensure compliance with System and Board security standards and policies. Foster a strong risk management culture in coordination with business line risk functions to proactively identify and address IT risks. Ensure IT solutions comply with all Board data, records management, and artificial intelligence policies, and meet federal requirements.  </li></ul>Qualifications:<ul><li>10+ years senior executive experience (GVP/SVP/EVP or equivalent) leading large organizations, with the presence to build confidence and strong stakeholder relationships.  </li><li>Significant relevant experience in the S&R/Statistics domain, including deep understanding of each business line’s mission objectives, service delivery models, stakeholder relationships, and technological infrastructure.  </li><li>Bachelor’s degree in related discipline or equivalent experience.  An advanced degree is preferred.  </li><li>Deep technical expertise in designing and operating complex solutions with modern approaches, complemented by awareness of emerging IT industry trends. </li><li>Strategic direction-setting capabilities with demonstrated ability to deliver on established goals  </li><li>Collaborative leadership style balanced with decisive action when required. </li><li>Proven ability to build and integrate teams across multiple organizational cultures while developing and maintaining business relationships with diverse constituents. </li><li>Strong understanding of the business lines’ mission and vision, most notably operational requirements and how that translates into technology design, management, resiliency, and operations. </li><li>Strong communication skills with the ability to effectively communicate complex, technical tops to a wide array of business stakeholders. </li><li>Demonstrated ability to manage geographically diverse and dispersed teams. </li><li>Exceptional collaborator with the ability to manage a diverse group of stakeholders and support effective decision making and prioritization. </li><li>This position requires physical residency and employment in a district aligned with the portfolio’s IT and business needs. Preferred locations for this role are Dallas, Kansas City, New York, Richmond, San Francisco, as determined by the System CIO in consultation with the portfolio business line leadership.
