From here forward, EWU will remain committed to supporting, honoring, and recognizing the Native American community and the dynamic contributions that are shared with our university.  Job Summary: We are currently seeking skilled and team-oriented applicants for the Associate Vice Principle (ACP ) of Facilities, The Associate Vice President (AVP ) for Facilities provides strategic leadership and operational oversight for all aspects of the university’s physical infrastructure, including planning, design, construction, maintenance, operations, and custodial services. The AVP is responsible for ensuring a safe, functional, and sustainable campus environment that supports the success of students, faculty, and staff. This role is critical to long-range capital planning, resource management, and fostering a culture of customer service and continuous improvement. The AVP must demonstrate strong interpersonal skills, adaptability, and professionalism, and must be available to respond to emergency calls during non-business hours.  This position oversees a team of approximately 170 employees across the areas of Facilities Services, Facilities Maintenance, Construction and Planning, and Sustainability. EWU is committed to supporting and promoting a workforce that is welcoming to all and encourages applicants of all backgrounds to apply for this position. Supervisory/Managerial Responsibilities and Direct Reports:  • Director of Facilities Maintenance (total team of 52 employees)• Director of Facilities Services (total team of 105 employees)• Director of Construction and Planning (total team of 5 employees)• Director of Campus Utilities and Sustainability• Director of Recreation and Athletic Facilities (total team of 7 employees) • Facilities Business Manager (total team of 2 employees)  Budgetary Responsibilities:  • Capital budget management, including oversight of capital budget development, submittal, and expenditures.• Oversee and manage shop and departmental budgets, and review expenditures to meet budget expectations in coordination with reporting managers and directors.• Prioritize existing financial resources to make the most positive impact on operations while reviewing costs associated with those expenditures.• Regularly review with the Business Manager and AVP Business and Strategy / CFO the trending of expenditures, new maintenance and operational requirements, as well as mandatory compliance requirements and their associated costs.  Job Duties: Strategic Leadership & Planning • Develop and implement long-term capital planning, aligning with the campus master plan and university’s strategic plan• Identify and implement best practices in facilities management, sustainability, and operational efficiency• Advise senior leadership on facilities-related matters, including budget, resource allocation, safety, sustainability, and regulatory compliance• Regularly review and prioritize preservation, maintenance, and infrastructure needs• In collaboration with the Director of Campus Utilities and Sustainability, develop and promote strategic initiatives to reduce the university’s carbon footprint and meet state sustainability requirements• Implement and monitor key performance indicators to assess the effectiveness of facilities operations• Consult regularly with academic, administrative, student services and activity groups to promote effective working relationship and provide responsive service to institutional needs• Lead space management for the campus, including chairing the space planning advisory committee Percent of Time: 25 Project Management & Construction • Supervise the Director of Construction & Planning, and in collaboration with the them, oversee the planning, design, and construction of new facilities and renovation projects, ensuring adherence to budget, schedule, quality standards, and university specifications.• Manage relationships with architects, engineers, and contractors• Ensure compliance with public bidding requirements compliance with all relevant federal, state, and local laws or regulations Percent of Time: 25 Operations & Maintenance • Supervise the Director of Facilities Maintenance and, in collaboration with the Director of Facilities Maintenance, direct and manage all aspects of campus maintenance, including preventative, corrective, and deferred maintenance programs. The responsibilities of Facilities Maintenance include access control, water, building maintenance, electrical and lighting, energy management, central plant, HVAC, insulation, metals fabrication, painting, and signage. • Supervise the Director of Facilities Services. The responsibilities of Facilities Services include automotive repairs, custodial services, grounds maintenance, recycling, snow and ice removal, surplus, trucking, and the warehouse. • Ensure timely, high-quality support is provided to campus through facilities units and the work order desk.  Percent of Time: 25 Financial & Personnel Management • Develop and manage the annual operating and capital budgets for Facilities, working collaboratively with the Financial Services team on budget planning and related issues. • In collaboration with the Facilities Business Manager, monitor expenditures, identify cost-saving opportunities, and ensure responsible stewardship of university resources.• Ensure compliance with all university policies and procedures.• Coordinate and oversee procurement processes and contract management for facilities projects.• Recruit, mentor, and evaluate a high-performing team of facilities professionals, supervisors, and skilled trades.• Foster a positive and collaborative work environment, promoting professional development and continuous learning.• This position indirectly supervises approximately 170 employees. A working knowledge of current collective bargaining agreements and demonstrated supervisory experience are essential.
