    Job Description

    Job Title

    This position is located in the Human Capital Strategy, Staffing and Employment Division of the Office of Human Resources, Office of the Chief Administrative Officer (OCAO), in the United States Capitol Police (USCP). Provides the full range of staffing, recruitment, and placement services including innovative, and proactive recruiting strategies. Identifies and addresses complex human capital issues related to recruitment and placement and applies new approaches to resolve issues (hard to fill, etc.) Provides subject matter expertise regarding federal staffing, recruitment, compensation, position management, and organizational design. At the full performance level, advises, assists, coaches, and counsels management on the day-to-day administration of assigned programs and ensures compliance with Departmental policy and HR best practices. Assists in developing or modifying policy and standard operating procedures to ensure organizational efficiency. Develops vacancy announcements using an automated system; reviews applicant qualifications; and develops certificates of eligibles, assessment tools, interview guides, etc. Develops and deliver briefings, project papers, and correspondence. Performs research on employment and staffing issues, correlates, and analyzes data, and recommends appropriate action and potential alternatives.
