The Norfolk Community Services Board (NCSB) provides treatment, support, and education to the community with a focus on mental illness, substance use addiction, and intellectual/developmental disabilities. Norfolk CSB provides services to persons in acute crisis as well as integrated, person-centered, and recovery-oriented programming for persons needing assistance and support stabilizing in the community.

Today, the NCSB provides treatment and rehabilitation services to over 6,000 Norfolk citizens yearly. Norfolk CSB seeks team members interested in providing skilled services in a public service environment. The NCSB is seeking an Accounting Supervisor to perform advanced professional work related to maintaining financial information and preparing financial statements in a health care environment with multiple federal, state. local, and grant funding sources and complex service components. This position manages a team of Accountants and Accounting Technician.

Department Hiring Salary Range: $62,732-$71,987

Essential Functions

Essential functions include but are not limited to:

  • Supervision of the accounting team, including ongoing coaching, annual performance evaluations, performance improvement plans, disciplinary action, new hire interviews, and leave and timesheet approval.
  • Direct and coordinates activities of the accounting team, ensuring that productivity goals are met, policies and procedures are followed, and work is completed with integrity. Provides guidance regarding GAAP, GASB, and other federal, state, and city finance regulations governing the recording of financial information. including accounts payable, payroll, accounts receivable, general accounting, grants, financial statement preparation, audits, and financial computer systems and application functions.
  • Working with Operations Controller, coordinates external audits.
  • Prepares monthly departmental budget vs. actual reports, analyzes performance, and reports findings to management.
  • Prepares and submits contract billing and monthly summaries of contract revenue.
  • Prepares and submits grant financial reports and draws, maintains grant files, ensures that financial activity is in compliance with grant requirements, keeps activity reconciliation on each grant, assists with grant budget preparation, and prepares monthly grant tracking reports.
  • Provides first signature approval on financial documents originating from the accounting team, provides third-level system approval of electronic documents, and performs monthly audits of financial documents for data entry accuracy.
  • Reviews Accounts Receivable and assists with A/R balance write-offs. Calculates bad debt expense and A/R adjustments for year-end workpapers.
  • Produces annual work papers, SEFA report, fixed asset and capital asset reports; completes required variance analysis.
  • Initiates and recommends implementation of improved or specialized accounting and operating procedures.
  • Performs related work as required.

Education/Experience

Work requires broad knowledge in a general professional or technical field. Knowledge is normally acquired through four years of college resulting in a Bachelors degree or equivalent.

Three years experience as an accounting lead or supervisor within in a local government, nonprofit organization or related industry; or an equivalent combination of education and experience.

Preferred Education/Experience:

Bachelors degree in Accounting, Finance or Economics and

Three years experience as an accounting lead with staff supervision responsibilities within a local government, nonprofit organization, or related industry: or an equivalent combination of education and experience.

Grants management experience a plus.

  • Retirement

If you are hired October 5, 2010, or after to a position with City of Norfolk Retirement System benefits, you will be required to contribute five percent (5%) of your salary toward your retirement benefit. This will be a pre-tax payroll deduction.

If you are hired January 1, 2022, or after to a position with Virginia Retirement System (VRS) benefits, you will be required to contribute five percent (5%) of your salary toward your retirement benefit. This will be a pre-tax payroll deduction.

  • The Tuition Assistance Program is established to encourage employees toward continued self-development and education. Permanent full-time and permanent part-time classified, unclassified permanent, full-time special projects, and constitutional employees who have completed six months continuous service will be eligible to apply. The applicant's school of enrollment must be an accredited institution.
