Primary Purpose: The role of the At-Risk Counselor is to lead and implement a comprehensive framework aimed at identifying, preventing, and addressing the unique challenges faced by students considered at risk of academic or social- emotional difficulties. This includes students who qualify for State Compensatory Education (SCE) under Texas Education Code guidelines, encompassing State At-Risk, Local At-Risk, Economically Disadvantaged, and those attending Title I schools. By providing targeted support and interventions, the At-Risk Counselor fosters an inclusive and equitable environment where students overcome barriers to success, develop resilience, and achieve their full potential. This mission includes working collaboratively with educators, families, and community resources to ensure students' academic, emotional, and social needs are met through personalized plans and evidence-based strategies. Qualifications: Education/Certification: Master's Degree in School Counseling or closely related field from an accredited college or university recognized by the US Department of Education. Valid and Current Texas School Counseling Certification Valid Texas license as professional school counselor (LPC), master social worker (LMSW), or licensure in a related field, preferred Must have valid driver's license, good driving record and available transportation during entire workday to travel to sites in the Humble ISD area Special Knowledge/Skills: Working knowledge of appropriate strategies for transforming behaviors, beliefs, and habits that put students at risk of not graduating from high school Knowledge of and the ability to analyze data Knowledge of alternative opportunities for reclaiming high school credits Knowledge of mental health and social and emotional learning practices and interventions Knowledge of individual and group counseling skills and strategies Knowledge of Restorative Practices Knowledge of counseling techniques and theories Knowledge of the components of a comprehensive developmental guidance program Strong consultation skills for conferencing with teachers, parents, and students Skill in overseeing, organizing, and coordinating large district-wide programs Skill in gathering/organizing/analyzing/interpreting data, utilizing various statistical techniques, applying concepts to assist in formulating conclusions and developing recommendations and solutions Skill in troubleshooting issues, making sound judgment, decisions, and recommendations Reports to: Director of Personalized Counseling Senior Director of Personalized Student Success Campus Administrator School/Department: Counseling & Behavior Services Pay Grade: Administrative Instructional/AI3 Work Days: District Level - 226 Campus Level - HS 204 and MS 200 Wage/hour status: Exempt Created/revised: December 2024 HUMBLE INDEPENDENT SCHOOL DISTRICT Job Description At-Risk Counselor District or Campus Level Page 2 of 4
Skill in presenting information in a variety of formats Skill in operating MS Office (Word, Excel, PowerPoint) Ability to identify, access, and utilize the multiplicity of social services available in the community to support students at risk of not graduating Ability to communicate effectively with youth, adults, and members of the community Ability to analyze, develop, implement, and track intervention plans and strategies Ability to organize and manage multiple complex tasks simultaneously and independently to meet deadlines. Ability to maintain confidentiality of privileged and sensitive information Ability to comprehend complex systems and technical information and explain effectively to a wide variety of stakeholders. Ability to perform duties with attention to detail, speed, accuracy, follow-through, courtesy, cooperativeness and work with minimum supervision Ability to communicate effectively verbally and written utilizing tact and diplomacy and maintain effective working relationships with district personnel and administration Experience: At least 2 years of successful teaching 3 years of school counseling experience preferred Major Responsibilities and Duties: Support Counseling
Collaborates with District and campus leadership team to identify and prioritize the needs of SCE eligible students in need of Tier III mental health support.
Counsel referred students to fully develop each student's emotional abilities.
Provide crisis intervention and behavior support to students (Tier II and Tier III interventions).
Plans, conducts, and/or assists with staff development programs for individual schools or district-wide personnel to address the needs of SCE eligible students when appropriate.
Works with faculty, classroom teacher, school counselors, and administrators to develop classroom strategies to meet the individual mental health needs of identified students.
Contacts community resource organizations and agencies for the purpose of enlisting needed help for identified students.
Contacts parents/guardians of identified students for the purpose of soliciting their help.
Maintains campus SCE Evaluation report and keeps a database for keeping track of interventions and the progress of the student.
Collaborates with feeder schools and campus counselors in utilizing and developing strategies for a successful transition into the rigors of the receiving school.
Fulfills the responsibilities of a professional school counselor by engaging in professional development activities and complying with professional standards of the district.
Completes required reports in a timely, efficient manner. Assessment
Conduct individual counseling sessions to enhance social development of students and provide peer support in accepting responsibility for their actions, overcoming crisis, resolving conflict, improving attendance, decision-making skills, etc. (School-based counseling sessions)
Perform casework service with parents to increase the parents' understanding, their constructive participation in resolving their child's problems, and their knowledge and use of available and appropriate resources. Provide school staff and parents with community resources and services; coordinate and integrate school and community resources. Consultation
Develop and conduct parenting training sessions and on-going support groups.
Consult with parents regarding their children's academic performance, behavior, and basic needs and provide direct services, when needed.
Make appropriate referrals for basic needs (food, clothing and shelter).
Serve as consultant to school personnel regarding students or situations.
Inform students and parents of their rights and responsibilities under federal and state law including compulsory attendance. Student Management
Create an environment conducive to learning and appropriate for the maturity level and interests of students.
Support campus goals of prevention to maintain a healthy and safe school environment.
Develop and maintain effective individual and group relationships with students and parents. Policy, Reports, and Law

Provide consultative services for medical, psychiatric, and other tests and examinations that may disclose causes of difficulties and indicate remedial measures.

Works cooperatively with the staff to provide a continuous flow of information concerning student needs.

Attend professional growth activities to maintain awareness of current research and issues in the field including technology integration and new and emerging technologies.
Attend training on various software/hardware that is being supported by Humble ISD and maintain a working knowledge of the same.
Responds to after-hours emergencies as needed.
