Jefferson Solutions Group is seeking a Contract Specialist to support a Federal agency.

This role will be remote.

Responsibilities:

The Contract Specialist will provide full acquisition lifecycle support to include pre-award, post-award, and contract administration in the areas of development, execution and administration of Purchase Orders, Contracts, Blanket Purchase Agreements, Indefinite Delivery/Indefinite Quantity Contracts and other contracting-related actions. The Contract Specialist will:

  • Work with program customers to develop acquisition strategies, full requirements packages, and review packages to determine package readiness, as needed.
  • Determine acquisition strategy for and execution of single and multi-award state/region/agency-level Blanket Purchase Agreements (BPAs) and Indefinite Delivery Contracts (IDCs).
  • Assist in the development of all required procurement documentation to include Determinations and Findings, if applicable, and the develop solicitations (RFQs and RFPs) that meet the Federal Acquisition Regulations (FAR), Revolutionary FAR Overhaul (RFO), and applicable agency supplemental regulations. When the procurement requires selection criteria other than price, the Contract Specialist shall assist the government with development of evaluation criteria for selection of the offer or quote that provides the best value to the Government.
  • Develop Requests for Proposals (RFP) - Under the guidance and approval of the Procuring Contracting Officer (PCO), the Contract Specialist must assemble RFPs to include those that will result in multiple award IDIQs and/or BPAs. Each RFP must specify technical scope of the award, deadline for proposals, submission criteria and processes, selection procedures and evaluation criteria. All RFPs must be submitted to the Contracting Officer (CO) for posting. If authorized by the CO, the Contract Specialist may advertise the solicitations via other distribution channels.
  • Respond to Applicant/Offeror Questions - Under the guidance and approval of the CO and COR/relevant technical advisor, the Contract Specialist must document and respond to all questions related to the solicitations. The Contract Specialist must create appropriate amendments to relay questions and government responses to all potential offerors/quoters.
  • Facilitate the Technical Evaluation Process - screen all proposals for basic eligibility requirements and compliance, in accordance with the solicitation instructions. Provide recommended result to the CO for review and approval. The Contract Specialist will serve as Technical Evaluation Committee (TEC) coordinator for all RFPs, having the primary responsibility to ensure that all requisite materials are available for the TEC panelists. The Contract Specialist must manage the TEC schedule and document the TEC proceedings, as well as support the TEC Chair with other functions such as drafting of the TEC memo.
  • Prepare Award Documents - Once the TEC Memo has been approved by the CO, the Contract Specialist shall provide analysis and recommendations to the CO regarding the price/cost of the award, drafting price negotiation and/or competitive range memoranda for the CO to use in the award negotiation. The Contract Specialist shall assist in the development of the award decision memo.
  • Award Administration - The Contract Specialist shall prepare contracts and modifications with all required documentation for consideration by the Contracting Officer. Depending on the needs of the government, the contractor may become involved in activities associated with contract administration to include conducting contract closeout activities.
  • The Contract Specialist may also support solicitation issuance and award reviews, 100% inspections, annual inspections, contract file reviews, and additional special reviews and ad hoc analysis, as needed.

Required Qualifications:

  • A Bachelor's degree and a minimum of five (5) years of cradle to grave contracting experience within a Federal Government Agency
  • FAC-C Professional Certification (Professional Contracting Certificate or equivalent training/coursework/experience)
  • Ability to conduct comprehensive research, analysis, and review of technical and cost or pricing data, contract files, contract actions, etc.
  • Ability to communicate effectively, both orally and in writing
  • Ability to read and interpret acquisition policy, regulations, and directives
  • Proficiency in Microsoft Office Suite tools such as Word, Excel, PowerPoint
  • You must be able to pass and maintain a background investigation and favorable fitness/suitability/public trust determination
